After ascending the throne on September 8, 1433, in February 1434, King Le Thai Tong organized a national examination for students. According to Dai Viet Su Ky Toan Thu, this examination "selected more than 1,000 people, divided into three levels. The first and second levels were sent to the Imperial Academy, the third level was sent to study at schools in the provinces, and all were exempted from corvee labor". The king also appointed the Royal Students as officials.
In August of the same year, the king again established an examination system to select students, and issued an edict saying: “To have talented people, we must first select scholars, and the method of selecting scholars must be based on examinations. Since ancient times, our country has been in turmoil, talented people are like autumn leaves, and talented people are like the morning stars. When our founder Thai To first founded the country, he expanded the school, used the Thai Lao to worship Confucius, and deeply respected Confucianism and morality. But because the country was newly established, we did not have time to establish examination systems. I will continue to follow the aspirations of the ancients and take care of talented people to satisfy their expectations.”
Also in this edict, King Le Thai Tong clearly defined the examination rules and examination periods. “Starting from 1438, the provincial examinations were held in the provinces; in 1439, the national examinations were held in the halls of the capital. From then on, every three years, a major examination was held, and this was considered a permanent regulation. Whoever passed the examination was awarded the title of Doctor of Philosophy. All the examination subjects were stipulated as follows:
First exam: one essay on the classics, one essay from each of the Four Books, each essay is 300 words or more. Second exam: Edicts, decrees, and memorials. Third exam: poems and prose. Fourth exam: one essay of 1,000 words or more," Dai Viet Su Ky Toan Thu recorded.
In addition, King Le Thai Tong also organized a re-examination, asking about dictation. Those who passed the first class were appointed to the Imperial Academy, those who passed the second class were appointed as students and belonged to the civil service.
