18 localities spend salary reform funds incorrectly

According to the State Audit, the accumulated balance of salary reform funds in 2021, 2022, and 2023 determined that 18 localities used it for the wrong purpose.

On the afternoon of May 16, Minister of Finance Nguyen Van Thang, on behalf of the Government, submitted to the National Assembly for approval the additional State budget revenue estimate for 2023 that has not been supplemented in Resolution No. 1077 dated June 28, 2024 of the Standing Committee of the National Assembly on the additional State budget revenue estimate for 2023 of VND 16,655 billion (including: increased central budget revenue of VND 12,974 billion, increased local budget revenue of VND 3,681 billion).

The Government also submitted to the National Assembly for approval the 2023 State budget settlement with a total balanced State budget revenue of VND 3,023,547 billion.

In the State budget settlement report, Minister Nguyen Van Thang said that by December 31, 2023, the balance of the central government's salary reform budget was VND 149,208 billion, of which the balance of ministries and branches was VND 70 billion; the salary reform balance of localities was VND 387,186 billion.

With this content, in the Audit Report on the State Budget Finalization in 2023, Mr. Ngo Van Tuan - State Auditor General said that the audit results showed that at ministries and central agencies, some public service units have not made provisions, and the provisions for salary reform sources have not ensured the ratio; have not decided on the proportion of revenue sources that must be set aside to create sources for salary reform; are not subject to provisions but still make provisions.

According to Mr. Tuan, some localities have not yet reviewed all resources when determining needs, leading to the fact that although the NSTW supplemented resources during the year, at the end of the year there is still a surplus of resources for salary reform.

In addition, 11/56 localities monitored and managed salary reform resources inappropriately, amounting to VND 3,715.52 billion; 18/56 localities used salary reform resources for investment, regular expenditure or other tasks not in accordance with regulations, amounting to VND 1,389.6 billion.

There are 6 localities whose salary reform sources by December 31, 2023 have been re-identified by the State Audit as higher than the number announced by the Ministry of Finance for appraisal.

“According to regulations, 70% of the increased local budget revenue must be used to create CCTL sources, however, the revenue estimates are not close to the actual capacity. This leads to high revenue increases, but mainly used for CCTL, lacking the spending source for other necessary and urgent spending tasks such as development investment, science and technology, innovation, etc., ” Mr. Tuan stated the reality.
