On the afternoon of December 21, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a national online conference to assess the two-year implementation of Project 06 on "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030".
The conference was connected online from the Government Headquarters to the headquarters of ministries, branches, central agencies and People's Committees of provinces and cities.
Also attending the conference were Deputy Prime Minister Tran Luu Quang, Permanent Vice Chairman of the National Committee on Digital Transformation; General To Lam, Minister of Public Security, Head of the Government's Project 06 Implementation Working Group; ministers, leaders of ministries, branches, central agencies, members of the National Committee on Digital Transformation and the Project 06 Implementation Working Group; leaders and People's Committees of provinces and centrally run cities, leaders of a number of state-owned enterprises; members of the Project 06 Implementation Working Group at provincial, district and commune levels, and representatives of a number of enterprises.
The conference listened to reports on the situation and results of the implementation of Project 06, as well as speeches and discussions from ministries, branches, localities and enterprises. The opinions focused on highlighting the remarkable results, while pointing out the bottlenecks, difficulties, obstacles and causes in the implementation of Project 06 in the past 2 years, as well as proposing key tasks and solutions to further promote the implementation of Project 06 in particular and national digital transformation in general.
6 main results in implementing Project 06
Focusing on analysis, delegates affirmed 6 main results in implementing Project 06 in the past 2 years.
Firstly, the leadership, direction and implementation have been carried out resolutely, regularly, continuously and systematically with high political determination from the central to local levels. The Government and the Prime Minister have issued 6 directives, 23 resolutions, 4 telegrams with 413 tasks; the Government leaders have held 33 meetings. The Project 06 Working Group model has been consolidated at three levels with 63 provincial working groups, 705 district working groups and 10,599 commune working groups. Awareness of all levels, sectors, business community and people about the implementation of Project 06 has been increasingly raised, with consensus, response and active participation.
Second, the work of perfecting institutions, mechanisms and policies to create a framework for national digital transformation in general and Project 06 in particular has been actively and effectively implemented. The Government submitted to the National Assembly for approval the Law on Electronic Transactions (amended) and the Law on Identification; completed 4 legal documents and amended and supplemented 19 related decrees.
Third, the deployment of online public services on the National Population Database (NDB) platform has been promoted, bringing practical results, gradually building a professional and modern administration, serving people and businesses better and better. There have been more than 11.2 million accounts and more than 35.4 million records submitted on the National Public Service Portal; 38/53 essential public services have been deployed, helping to save over 2,500 billion VND annually.
Fourth, promote connection and sharing between the National Population Database and databases of ministries, branches and localities. The National Population Database has connected, shared, authenticated and cleaned data with 15 ministries, branches, 63 localities, 1 state-owned enterprise and 3 telecommunications enterprises with more than 1.3 billion searches and exploitation of citizen information. In addition, the National Databases on business registration, insurance, household registration, land, finance, cadres, civil servants and public employees are being completed, connected and shared with the National Population Database.
Fifth, create an important foundation to form a digital citizen ecosystem, promote the development of the digital economy and digital society. Complete the issuance of 100% of chip-embedded citizen identification cards to citizens; issue over 70 million electronic identification accounts. Promote the use of the electronic identification platform (VneID), such as integrating 2.2 million vehicle registration data, 10.2 million driver's license data, 16.8 million health insurance data; aviation procedures for domestic flights; residence declaration; COVID-19 vaccination certificates; integrating citizens' residence information...
Sixth, the work of ensuring security and safety of information systems, databases, and protecting personal data has received attention and focus. Currently, 63% of information systems of state agencies have been approved for security levels, an increase of 32.5% compared to 2022.

There are still many villages with low waves and low electricity.
In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions at the conference. The results achieved showed that the implementation of Project 06 was completely correct, closely following the guidelines and policies of the Party and State, suitable to the conditions of Vietnam, and brought about very specific and practical results in the management and operation of all levels, sectors, localities and the economic and social activities of people and businesses; thereby promoting national digital transformation, promoting national governance by digital technology, smart governance, making an important contribution to the cause of rapid and sustainable socio-economic development.
On behalf of the Government leaders, the Prime Minister acknowledged, highly appreciated and warmly commended the efforts, attempts and results achieved, especially the core role of the people's public security force, the determination and closeness of Deputy Prime Minister Tran Luu Quang, Minister To Lam, leaders of the Ministry of Public Security, the participation and close coordination of ministries, branches and localities; the efforts, joint efforts and effective participation of technology enterprises; the consensus, support and active participation of people and enterprises.
In addition to the achievements, the Prime Minister also pointed out the main shortcomings and limitations. Accordingly, the construction and completion of the legal environment to implement Project 06 is still slow.
The quality of online public services and the rate of processing work documents online are not high; some online public services are just formalities (the target for 2023 is 40%, but the rate of online public services on the National Public Service Portal at ministries and branches is only 31.7%). Many administrative procedures have not been reduced or simplified as required by the Government.
Many tasks are still slow to be implemented. 16/63 localities have not yet consulted with the Provincial People's Council to issue a Resolution on exemption and reduction of fees and charges for online public services...
In many places, the direction and management work has not been really focused and resolutely directed. The coordination work between agencies and units in many places is still not proactive and not tight.
Digital infrastructure development still faces many difficulties and challenges. Digital infrastructure and digital platforms of many ministries, branches and localities are fragmented and lack synchronization, and do not ensure connection and data sharing with the National Population Database; and do not pay attention to ensuring information security and safety, and protecting personal data. There are still many villages with low signal and low power. The work of ensuring security and safety of information systems and databases still has many limitations and shortcomings.
Information and communication work, creating consensus in society to promote national digital transformation and implement Project 06, is not taken seriously at many times and in many places.
Further analyzing the lessons learned, the Prime Minister emphasized three contents: The ideology must be clear, the determination must be high, the efforts must be great, the actions must be drastic, focused, and decisive; each task must be completed thoroughly; the proactive and active participation of leaders and the benefit for people and businesses play a decisive role; close and effective coordination between ministries, branches, localities, people and businesses.

Every Vietnamese citizen has a social security account on the VneID application.
According to the Prime Minister, the results so far are just the beginning, there is still much work to be done. The Prime Minister agreed to choose the theme for 2024 as "Improving institutions, infrastructure, digitizing data, improving the quality of human resources, promoting the implementation of Project 06, effectively serving people and businesses".
The Prime Minister stated that the tasks to be completed in the future will be more difficult and complicated, but the more difficult they are, the more determined we must be. No matter how difficult they are, we must do them, remove obstacles, and overcome challenges.
Basically agreeing with the proposals on key tasks and solutions for 2024 of the Project 06 Working Group (with 18 general tasks and 52 specific tasks), the Prime Minister emphasized 4 main groups of tasks.
Firstly, on implementing urgent tasks from now until the Lunar New Year 2024.
The Prime Minister requested the Chairmen of the People's Committees of 12 localities (Bac Lieu, Bac Ninh, Ben Tre, Dak Lak, Hung Yen, Kien Giang, Nam Dinh, Phu Tho, Quang Tri, Soc Trang, Vinh Long, Vinh Phuc) to promptly implement the payment of social security benefits in a non-cash form according to Directive No. 21/CT-TTg dated November 25, 2022 of the Prime Minister.
The Ministry of Justice coordinates with the Ministry of Public Security to deploy the issuance of Criminal Record Certificates on the VNeID application in Thua Thien Hue in the first quarter of 2024 to complete and expand nationwide.
The Ministry of Health coordinates with the Ministry of Public Security, Vietnam Social Security and Hanoi City to guide medical facilities and people in using the Electronic Health Book information on the VneID application, to be completed in January 2024.
Regarding access to credit, the State Bank of Vietnam, in coordination with the Ministry of Public Security, continues to actively implement credit scoring solutions so that people can access credit sources quickly and effectively. Pilot implementation will be early at Vietcombank in early 2024.

Regarding telecommunications coverage, the Ministry of Information and Communications will urgently deploy telecommunications coverage at all low points so that people and businesses can benefit, leaving no one behind, and preventing the emergence of new low points, to be completed in the first quarter of 2024.
Second, ministries and branches urgently focus on solving 10 tasks behind schedule according to the roadmap of Project 06 and 17 tasks behind schedule according to directives, resolutions, and dispatches of the Government and Prime Minister.
The Ministry of Information and Communications shall preside over and coordinate with relevant ministries and branches to develop, amend and supplement relevant decrees, such as regulations on management of investment in information technology applications using State budget capital, detailed regulations on the implementation of the Law on Electronic Transactions on digital signatures and signature certification services, decree guiding the Law on Telecommunications (amended), regulations on the List of national databases, updating and promulgating the Vietnam e-Government Architecture Framework - version 3.0...
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Public Security to complete the national database on cadres, civil servants, and public employees, connect and share data with the national database on population, to be completed in January 2024.
The Ministry of Justice proposed solutions to handle 558 administrative procedures that have not been reduced or simplified according to 19 Resolutions of the Government, to be completed in January 2024.
The People's Committees of 15 localities (An Giang, Ba Ria-Vung Tau, Binh Duong, Binh Thuan, Can Tho, Da Nang, Dak Nong, Hai Phong, Kien Giang, Phu Yen, Soc Trang, Tay Ninh, Ho Chi Minh City, Tuyen Quang, Tra Vinh) submitted to the People's Councils at the same level policies on exemption and reduction of fees and charges for using online public services and online payments, to be completed before June 2024.
In the third task group, ministries, branches and localities focus on implementing tasks according to the roadmap of Project 06 in 2024.
Accordingly, ministries, branches and localities will develop a Plan to implement Project 06 in 2024, which outlines a detailed roadmap to complete 09 basic groups of indicators on administrative procedure settlement.
At the same time, focus on perfecting institutions, mechanisms and policies for Project 06. The Ministry of Public Security will research and advise on the development of the Law on Personal Data Protection, striving to complete it in 2024; develop a mechanism to inspect and supervise the use of citizen data through the exploitation of the National Population Database, ensuring the right purpose, preventing data leakage, striving to complete it in the second quarter of 2024.
The Ministry of Information and Communications will research and develop new standards on data and provide guidance on the organization of data integration, connection, communication, sharing and reuse. To be completed in the first quarter of 2024.
The Prime Minister also assigned the Ministry of Education and Training to develop and report to the Government on training plans to meet human resources needs for national digital transformation.
At the same time, improve the efficiency of online public service implementation, build a model of a One-Stop Department providing public services in the direction of combining One-Stop Departments of administrative units at all levels in the area. Soon provide 15/53 remaining essential public services on the National Public Service Portal, ensuring reduction of paperwork, travel time and implementation costs.
Promote the provision of utilities for people and social management on the VNeID application (social management such as crime reporting, fire prevention, traffic safety, environmental protection, temporary residence and absence declaration, etc.; people such as banking services, shopping, payment, education, healthcare, utilities for vulnerable groups, etc.). The Bank for Social Policies coordinates with the Ministry of Public Security to research and build a "Social Security Account" so that every Vietnamese citizen has a social security account on the VneID application.

The fourth group of tasks is to implement tasks according to the roadmap in Resolution No. 175/NQ-CP dated October 30, 2023 of the Government approving the National Data Center Project , focusing on the plan to build, deploy, and organize the Center's apparatus. At the same time, promptly develop a plan to ensure the security and safety of information systems, databases, and protect personal data at the National Data Center.
The Prime Minister once again emphasized that the decisive factor for the success of Project 06 is the participation of heads of agencies, units, and localities, and must benefit the people and businesses, all to serve the people.
Therefore, the Prime Minister hopes and believes that ministries, branches and localities will continue to make efforts, be determined and effectively implement so that people and businesses can see the convenience, savings and efficiency, thereby agreeing to support and participate in the implementation.
