The political report and opinions presented at the congress unanimously affirmed: In the 2020-2025 term, the Party Committee and the Institute's commanders have proposed many synchronous and effective policies and solutions; promptly advised and proposed the design of new ship models for the forces; focused on leading the implementation of the breakthrough "Improving the capacity of research and design of military ships, focusing on combat ship models"; focused on research and design of weapons, equipment, and system integration, creating a solid foundation when assigned the task of designing combat ships.

Organize the implementation of the task of designing a centralized ship design team; proactively develop the project, self-organize and implement the technical design of a submarine hunting ship model with a displacement of about 1,200 tons; open 34 new topics and tasks at the grassroots level to solve technical bottlenecks in the process of designing combat ships; proactively cooperate in scientific and technical research with potential and strong domestic partners.

Along with that, the Party Committee and the Institute's leadership have resolutely and synchronously implemented solutions with many innovations in the way of organizing scientific research work towards improving scientific content and applicability, ensuring progress. Over the past 5 years, the entire Institute has carried out 49 topics and tasks at all levels (an increase of 200% compared to the previous term), of which 36 topics have been defended, accepted and completed.

The congress identified two breakthroughs: Restructuring the organization and staffing; transforming the institute's operating model and improving research, design and system integration capacity on combat ships.

Recognizing and praising the efforts, endeavors and achievements of the Party Committee, the Commander and all officers, employees and soldiers of the Institute during the past term, speaking at the congress, Colonel Nguyen Duc Tang requested: In the 2025-2030 term, the Party Committee and the Commander of the Institute will continue to closely follow the orientation of the Central Military Commission, the Ministry of National Defense, the General Department of Defense Industry, and the needs of the units to promptly advise and propose aesthetic designs of new ship models in accordance with the equipment strategy of the Ministry of National Defense. Mobilize and effectively use all resources, master the design of basic technology, core technology, strategic technology...

Colonel Nguyen Duc Tang also noted that the Party Committee and the Institute's commanders proactively follow the major orientations and programs of the Ministry of National Defense and the General Department of Defense Industry to advise and consult on the development of projects, plans, and shipbuilding programs for the entire army and propose to participate in accompanying tasks such as construction design, construction supervision, and document compilation.

Proactively advise and propose the transformation of the institute's operating model according to the roadmap of the General Department of Defense Industry. The implementation process must be carried out carefully, firmly, with a roadmap, in accordance with reality, creating high consensus among the institute's cadres and party members.
