Vietnam ranks 44th out of 139 countries in the Global Innovation Index.

On the evening of September 16, the World Intellectual Property Organization (WIPO) officially announced the Global Innovation Index (GII) 2025 Report in Geneva (Switzerland). Accordingly, Vietnam maintained its ranking of 44/139 countries and economies.

Global Innovation Index - an important management tool

Every year, the World Intellectual Property Organization (WIPO) publishes the Global Innovation Index (GII). This is a prestigious toolkit for assessing national innovation capacity in the world, reflecting the socio -economic development model based on science, technology and innovation (STI) of countries. Thereby, countries can see the overall picture as well as their strengths and weaknesses.

For this reason, the GII is currently used by many governments as an important reference tool for state management of Science , Technology and Innovation, as well as for developing science, technology and innovation policies (India, China, Philippines, Columbia, Brazil, etc.). According to the 2024 WIPO survey results, 77% of member states (an increase of more than 20% compared to the 2022 survey results) use GII results in developing strategies and policies on science, technology and innovation.

In recent times, the Government has used this index as one of the important management tools and has assigned ministries, agencies and localities to jointly take responsibility for improving the index. In particular, the Ministry of Science and Technology has been assigned to be the focal point for general monitoring and coordination. Since 2017, Vietnam's GII index has continuously improved.

Maintain a record of outstanding achievements in innovation

According to the GII 2025 Report announcement ceremony in Geneva, Vietnam was ranked 44/139 countries and economies, maintaining its ranking in 2024. The innovation input ranking increased by 3 places, from 50th to 53rd (innovation input includes 5 pillars: Institutions; human resources and research; infrastructure; market development level; business development level). Innovation output still has a better ranking than innovation input, although the ranking decreased by 1 place compared to 2024, from 36th to 37th (innovation output includes 2 pillars: knowledge and technology products; creative products).

Vietnam maintains its 2nd position in the group of lower middle-income countries. The lower middle-income country ranked above Vietnam is India at 38th. In addition, there are 3 upper middle-income countries ranked above Vietnam: China ranked 10th, Malaysia ranked 34th, Türkiye ranked 43rd. The remaining countries ranked above Vietnam are all industrialized countries, in the high-income group, with a high ratio of R&D expenditure to GDP. In the ASEAN region, Vietnam surpasses Thailand, ranking 3rd after Singapore and Malaysia.

In the GII 2025 Report of WIPO, Vietnam was recognized by WIPO as one of the 9 middle-income countries with the fastest improvement in rankings since 2013 (including China, India, Turkey, Vietnam, Philippines, Indonesia, Morocco, Albania and Iran). Vietnam is also one of 2 countries holding the record of having outstanding achievements compared to the level of development for 15 consecutive years (including India and Vietnam). For 15 consecutive years, Vietnam has always had higher innovation results compared to the level of development, showing the efficiency in converting input resources into innovation outputs. Vietnam is one of three countries (China, Vietnam, Ethiopia) with the fastest growth rate of labor productivity in the period 2014 - 2024.

Many indicators achieved impressive results

In 2025, Vietnam has many indicators with impressive results. Notably, the three indexes that are at the top of the world: high-tech imports; high-tech exports; and creative goods exports, for the first time, Vietnam has risen to the top of this index.

Along with that, three indicators made it into the global Top 10: labor productivity growth rate (4th), the number of smartphone applications created (7th) and the ratio of research and development expenditure covered by businesses (8th).

In addition, some input pillars have significantly improved: Stability of the business environment increased by 14 places, reaching 28th place. Law enforcement efficiency increased by 5 places, reaching 67th place. Diversity of domestic production increased by 10 places, reaching 13th place. Research cooperation between institutes - schools - enterprises increased by 15 places, reaching 51st place...

These figures show that Vietnam is continuing to promote its strengths in connecting investment resources, encouraging businesses to innovate and promoting the spread of creative products in the international market.

Looking back at the period 2017 - 2025, Vietnam shows a clear trend of progress. The Innovation Input Index has increased from 71st (in 2017) to 50th (in 2025). Meanwhile, the Output Index, although fluctuating, is still maintained in the group of 40 and above, demonstrating the ability to convert resources into results is increasingly stable.

In the ASEAN region, Vietnam has affirmed its 3rd position, surpassing Thailand. Compared to middle-income countries, Vietnam is one of the few countries that maintains a rapid growth rate in labor productivity, entering the world's Top 3 in the 2014 - 2024 period, along with China and Ethiopia.

Vietnam has been doing very well in the Innovation race. The 44th position is a proud achievement, a testament to the efforts of the entire political system and community.
