Within the framework of his state visit to the Republic of Kazakhstan, on the afternoon of May 6 (local time), in the capital Astana, General Secretary To Lam had a meeting with Chairman of the House of Representatives of Kazakhstan and Chairman of the Amanat Party (ruling) Yerlan Koshanov.
Chairman of the House of Representatives Yerlan Koshanov warmly welcomed General Secretary To Lam's state visit to Kazakhstan; expressed his good feelings for the country and people of Vietnam and admired the socio-economic development achievements that Vietnam has achieved after nearly 40 years of Doi Moi under the wise leadership of the Communist Party of Vietnam .

Chairman of the House of Representatives Yerlan Koshanov affirmed that Vietnam is an important partner of Kazakhstan in Southeast Asia. The Chairman of the House of Representatives said that there are 6 political parties in the House of Representatives of Kazakhstan, but regardless of the party, they support relations with Vietnam; affirming that the visit of General Secretary To Lam and the upgrading of relations to a Strategic Partnership is a historic turning point in the relationship between the two countries.
The Chairman of the Lower House of Kazakhstan congratulated General Secretary To Lam on being awarded the Dostyk Friendship Medal, First Class. Chairman of the Lower House of Kazakhstan Yerlan Koshanov congratulated the Vietnamese people on successfully organizing the 50th anniversary of the liberation of the South and national reunification and expressed his admiration for President Ho Chi Minh.
Speaker of the House of Representatives Yerlan Koshanov emphasized that the two countries and two parties share the same goals and desires, which are for the people to be prosperous and happy, and for the country to be prosperous, and these similar values further deepen the relationship between the two countries.
General Secretary To Lam was moved by the warm welcome of Kazakhstan's high-ranking leaders and the special affection of the Speaker of the House of Representatives and Chairman of the Amanat Party for the Vietnamese people and President Ho Chi Minh, the beloved leader of the Vietnamese people and a world cultural celebrity.
The General Secretary congratulated Kazakhstan on the great achievements under the leadership of President Tokayev and the ruling Amanat Party in building and developing the country.
General Secretary To Lam thanked the people of Kazakhstan for their valuable support and assistance to Vietnam's struggle for national liberation, reunification and development today, and wished to deepen bilateral relations in all fields.

Congratulating the Kazakhstan people on their victory over fascism, General Secretary To Lam shared that May 7 is also a very meaningful day as it is the anniversary of the Dien Bien Phu victory of the Vietnamese people.
The two leaders agreed that the parliamentary cooperation between the National Assembly of Vietnam and the National Assembly of Kazakhstan has developed very positively in recent times, making an important contribution to the overall development of bilateral relations. The two sides have had many high-level visits and maintained contacts at multilateral parliamentary forums. The Vietnam-Kazakhstan and Kazakhstan-Vietnam Friendship Parliamentarians' Groups have had many rich activities connecting parliamentarians of the two countries.
Appreciating the role and prestige of the Amanat Party and the political and social life of Kazakhstan and emphasizing the independent, self-reliant foreign policy, diversifying foreign relations, being a friend and reliable partner of other countries, General Secretary To Lam affirmed that the Communist Party of Vietnam wishes to maintain and promote good relations with Kazakh political parties, including the Amanat Party, to consolidate the political foundation for the traditional friendship and multifaceted cooperation between the two countries to develop strongly.
General Secretary To Lam informed the Chairman of the House of Representatives and Chairman of the Amanat Party about the major results of the talks with President Tokayev, especially the two sides' agreement to upgrade relations to a Strategic Partnership, emphasizing that Kazakhstan is the first country among the CIS countries to establish a framework for a Strategic Partnership with Vietnam.
The two sides agreed to further promote cooperation between the Communist Party of Vietnam and the Amanat Party and between the Vietnamese National Assembly and the House of Representatives of Kazakhstan in particular, and between the two countries in general, through enhancing political dialogue, promoting delegation exchanges at all levels, especially at high levels in accordance with the new framework of relations; promoting cooperation between agencies of the two Parties, training of cadres, development policies, party building, enhancing youth exchanges to continue the tradition of friendly relations; and promoting local connections.
Regarding parliamentary cooperation, the two sides agreed to exchange delegations between specialized committees and friendship parliamentary groups, exchange experiences in legal supervision, and have legislative bodies support and urge the implementation of agreements between the two governments; and continue to closely coordinate at multilateral parliamentary forums.
The Chairman of the House of Representatives of Kazakhstan agreed with General Secretary To Lam that there is a lot of room for cooperation between the two countries and that the two countries need to make efforts to develop strong relations in all fields, especially in economics, trade, investment, transport connectivity, logistics, digital transformation, finance, science and technology, education and training for the benefit of the people of the two countries.
General Secretary To Lam asked the House of Representatives of Kazakhstan to continue affirming the importance of maintaining peace, security, freedom of navigation and aviation in the East Sea on the basis of respecting international law and the 1982 UNCLOS, and resolving disputes by peaceful means.
On this occasion, General Secretary To Lam invited Chairman of the House of Representatives Yerlan Koshanov to lead a high-ranking delegation of the Amanat Party to visit Vietnam soon. General Secretary To Lam also conveyed the regards and invitation of National Assembly Chairman Tran Thanh Man to Chairman of the House of Representatives Yerlan Koshanov to visit Vietnam soon. Chairman of the House of Representatives Yerlan Koshanov happily accepted the invitation.
Economic cooperation between Vietnam and Kazakhstan still has much room for development
On the afternoon of May 6, General Secretary To Lam met with Prime Minister Olzhas Bektenov.
At the meeting, Prime Minister Olzhas Bektenov expressed his honor to welcome General Secretary To Lam and highly appreciated the significance of General Secretary To Lam's first visit to the relationship between the two countries.
Prime Minister Olzhas Bektenov affirmed that Vietnam is Kazakhstan's leading important and reliable partner in Southeast Asia; and expressed his belief that the visit, with the announcement of upgrading relations to a strategic partnership, is a historic milestone in the bilateral relationship that will create new momentum to promote traditional friendship and mutually beneficial cooperation.

General Secretary To Lam expressed his gratitude for the warm welcome from the leaders and people of Kazakhstan; affirming that Vietnam always attaches importance to the good traditional friendship with Kazakhstan.
The General Secretary emphasized that President Ho Chi Minh's visit to Kazakhstan in 1959 laid the foundation for the traditional friendship and multifaceted cooperation between the two countries.
The General Secretary thanked Kazakhstan for its wholehearted support to the Vietnamese people in their past struggle for national liberation and in their current national development.
At the meeting, General Secretary To Lam informed about the good results of the talks with President of Kazakhstan Kassym-Jomart Tokayev and the two sides' adoption of a Joint Statement upgrading relations to a Strategic Partnership between Vietnam and Kazakhstan, opening a new chapter for bilateral relations.
Prime Minister Olzhas Bektenov pledged to work with the Vietnamese Government to effectively implement the contents of the Strategic Partnership between the two countries.
General Secretary To Lam expressed his satisfaction with the positive developments in relations between Kazakhstan and Vietnam, with the maintenance of delegation exchanges at all levels, especially high-level ones, and two-way trade of goods.
Kazakhstan is Vietnam’s second largest trading partner in the Eurasian Economic Union. The two countries have signed an agreement on visa exemption, tourism cooperation, promoting people-to-people exchanges and increasing the frequency of flights to 3-5 flights/day, which has helped the number of Kazakhstani tourists to Vietnam to always be higher year after year.
Last year, the number of tourists from Kazakhstan to Vietnam reached about 150,000, many times higher than the figure of only 7,000 in 2019. In addition, cooperation in other fields such as education and training, culture, cooperation between localities of the two countries... also achieved many important achievements.
In that spirit, the two sides agreed to continue to promote the exchange of delegations and contacts at all levels, including at high levels, through all Party, State and people-to-people channels; strengthen the coordinating role of the two countries' Foreign Ministries in promoting bilateral cooperation, promoting the role of a bridge for coordination and support for ministries, branches and localities in establishing cooperative relations; and continue to closely coordinate at international organizations and multilateral forums of which both countries are members, including the United Nations, the Conference on Interaction and Confidence Building Measures in Asia (CICA), the Vietnam-Eurasian Economic Union (EAEU) Free Trade Agreement, etc.
In addition, the two leaders shared the view that economic cooperation between the two countries still has much room for development, especially in areas of mutual interest such as industry, energy, science, information technology, tourism, and transportation.
The two sides agreed to promote substantive cooperation in traditional areas such as transportation, energy-oil and gas, agriculture, and education; strengthen cooperation through the Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation; promote the establishment of the Vietnam Trade Representative Office in Kazakhstan and the Vietnam-Kazakhstan Joint Business Council.
General Secretary To Lam also suggested that the authorities of the two countries study and expand cooperation in other promising areas such as finance, digital transformation, artificial intelligence (AI), new technology, clean energy, digital economy, digital transformation, etc.; suggested that the two sides improve the legal environment for investment and business activities; review, consider supplementing, amending, and signing new cooperation documents to promote cooperation in various fields, including asking Kazakhstan to create conditions for Vietnamese goods to penetrate deeper into the Kazakhstan market and the region, as well as create favorable conditions for Vietnamese enterprises to do business and invest in Kazakhstan.
The two leaders agreed that the two sides need to strengthen connectivity in transport, railways and aviation, logistics cooperation, tourism, science-technology, and agriculture.
Prime Minister Olzhas Bektenov highly appreciated the fact that Vietnam has businesses investing and operating successfully in Kazakhstan; wished to attract more and pledged to support and create favorable conditions for more Vietnamese businesses to operate and do business in Kazakhstan.
On this occasion, General Secretary To Lam thanked the Prime Minister and the Kazakh government for their attention and favorable conditions for the Vietnamese community to live and work stably in Kazakhstan; affirming that although the community is small, it is an extremely important bridge contributing to connecting the two nations.
General Secretary To Lam respectfully conveyed Prime Minister Pham Minh Chinh's regards and invitation to Prime Minister Olzhas Bektenov to soon visit Vietnam.
The General Secretary also hopes that Kazakhstan will send a delegation to attend the signing ceremony of the Cybercrime Convention in Hanoi at the end of 2025.
