According to a VNA reporter in France, on the occasion of Vietnam Science and Technology Day, on May 18, the Overseas Vietnamese Nuclear Energy Experts Network (VietNuc) was officially launched at the headquarters of the Vietnamese Embassy in Paris.
The event marks an important step in mobilizing the intelligence and experience of the Vietnamese expert community abroad to serve Vietnam's nuclear power development program.
In a solemn and meaningful atmosphere, the VietNuc launching ceremony took place in person and online with the participation of Vietnamese Ambassador to France Dinh Toan Thang, Dr. Tran Tri Thanh - Director of Vietnam Atomic Energy Institute, representatives from the Ministry of Science and Technology, Ministry of Industry and Trade , and many Vietnamese experts living and working at leading European corporations and research institutes on nuclear energy.
On this occasion, VietNuc members offered incense at the altar of President Ho Chi Minh in the grounds of the Embassy, on the occasion of his 135th birthday.
The establishment of VietNuc took place in a particularly favorable context. On November 25, 2024, the 13th Party Central Committee Conference officially agreed on the policy of restarting the Ninh Thuan nuclear power project and continuing to research the nuclear power program to firmly ensure national energy security.
Speaking at the ceremony, Vietnamese Ambassador to France Dinh Toan Thang emphasized: "The network of Vietnamese experts abroad in the nuclear field launched today is also an effort of our intellectuals in France, combined with Vietnamese intellectuals in other countries, on the basis of a long history of contributions and a tradition of turning to the country over the past decades."
Dr. Tran Tri Thanh, Director of the Vietnam Atomic Energy Institute, speaking from Hanoi, said that since 2016, when the Ninh Thuan nuclear power project was stopped, the Institute of Atomic Energy has always been enthusiastic and thought that nuclear power would be a very good option for Vietnam.
In fact, Vietnam continues to work with a number of partners, including Russia, Japan, the US, France and several other countries.
Especially when working with the International Atomic Energy Agency (IAEA), experts still expressed the view that Vietnam will need nuclear power sooner or later and the establishment of VietNuc will contribute to increasing intellectual resources for this national project.
Sharing with VNA reporters in France, VietNuc members all expressed their desire to contribute to the development of their homeland. Mr. Bui Nguyen Hoang, Chairman of VietNuc, expressed his wish that everyone abroad would like to have the conditions to return to Vietnam and contribute to the Fatherland.
He emphasized that Vietnam needs to have open and favorable policy mechanisms and create conditions for everyone to directly participate in domestic projects.
Mr. Pham Tuan Hiep, General Secretary of VietNuc, currently working at the French Electricity Group (EDF) as a nuclear safety engineer, said that in the process of restarting the current nuclear power project, Vietnam is facing challenges such as the legal framework, choosing partners and technology, as well as human resources.
He also emphasized: "In addition to those challenges, Vietnam also has many advantages, especially the stable political situation, the determination of the government, as well as the desire to contribute of not only ministries and sectors in Vietnam, experts in Vietnam, but also Vietnamese experts abroad."
Dr. Tran Duy Chau, a member of the VietNuc Executive Board, also shared the advantages of Vietnamese experts abroad who have "lived, worked and directly participated in practical technology transfer processes, have patriotism, enthusiasm for their homeland and cultural similarities."
Mr. Christian Ngo, a French-Vietnamese, senior expert at CEA, expressed: "I think that for Vietnam, nuclear energy is a very interesting thing, allowing electricity production at low cost and stable prices over time. Vietnamese people have full intellectual capacity to master this energy source."
The VietNuc network currently brings together nearly 100 scientists and experts, working at key nuclear energy units such as IAEA, EDF, Framatome, ANDRA, CEA, and many other leading organizations.
They have directly participated in the design and construction of many EPR nuclear power plants such as Olkiluoto 3 (Finland), Flamanville 3 (France), Taishan 1&2 (China).
Regarding the purpose of operation, VietNuc was established with 3 main pillars.
The first is to connect and spread knowledge through gathering and developing a global network of experts working abroad, sharing and improving knowledge for members and spreading nuclear safety culture.
The second is to advance nuclear technology by promoting international cooperation in advanced technology transfer, connecting laboratory support facilities and developing high-quality human resources.
Third is to support the development of nuclear energy in Vietnam through professional advice and participation in activities with state agencies. VietNuc operates on voluntary, non-profit principles, ensuring professionalism and high professional quality.

Regarding the organizational structure, VietNuc was built with an Executive Board headed by Chairman Bui Nguyen Hoang (EDF). The network has established 15 specialized committees in core areas such as nuclear safety and risk analysis, structural design and construction, project management and technical integration, nuclear physics and scientific calculations, nuclear materials and equipment, nuclear waste treatment and management, training and human resource development.
Regarding the specific action program, Mr. Ung Quoc Hung, Vice President of the network, said that VietNuc has identified goals for the 2025-2026 period with short-term activities focusing on building and developing specialized consulting organizations.
In addition to establishing 15 specialized committees in core areas, the network also built a website and communication system to facilitate connection and establish a mechanism for regular information exchange.
VietNuc plans to organize a nuclear power conference in July-August 2025 along with specialized seminars in each specialized field.
In participating in the development of training and teaching programs, the network will cooperate with domestic universities such as the University of Construction, the University of Science and Technology, and the University of Transport, and co-design and contribute to human resource training programs for basic fields, participating in teaching as foreign experts.
VietNuc also focuses on sharing in-depth and public nuclear knowledge through providing advice on international experience in forming legal frameworks, sharing licensing processes and best practices, contributing to the completion of the legal framework for Vietnam.
In addition, consulting and contributing expert opinions on nuclear power development are also given special attention, including consultation on technology and partner selection, support in completing investment policies and environmental impact assessment (EIA) according to international standards.
Not only that, VietNuc also connects domestic and foreign agencies to contribute to the development of nuclear power by building a bridge between foreign experts and state management agencies, facilitating technology transfer and supporting connections with reputable international partners.
The launch of VietNuc not only marks an important milestone in Vietnam's nuclear energy development roadmap, but also demonstrates the spirit of solidarity and deep attachment of the overseas Vietnamese intellectual community to their homeland.
Mr. Tran Manh Hung, Chief Representative of the Vietnam Science and Technology Office in France, emphasized: "The participation of intellectuals, especially Vietnamese intellectuals abroad, is of great significance and strategic significance... VietNuc will be an intellectual bridge, a bridge connecting experts and scientists with domestic partners."
Also on the occasion of Vietnam Science and Technology Day, Ambassador Dinh Toan Thang sent his best wishes to all scientists, experts, and Vietnamese people at home and abroad for good health, enthusiasm, and continuous efforts to contribute to the country's science, as well as for the development of an increasingly prosperous country./.
