BHG - In 2018, Vinh Hao commune (Bac Quang) proudly achieved the New Rural Area (NTM) standard. This is an important turning point in the journey of sustainable development, opening a new phase in the process of building advanced NTM, making Vinh Hao a livable countryside.
Building an advanced new rural area is a strategic task to improve the quality of life for people, creating a foundation for sustainable socio-economic development in rural areas towards civilization, modernity, green - clean - beautiful, with synchronous infrastructure, economic development, rich cultural life and ideal living environment. This not only depends on the determination of the entire political system but also requires the cooperation of the community. Therefore, Vinh Hao commune has promoted propaganda and mobilization work, thoroughly grasping the motto: "People know, people discuss, people do, people inspect, people supervise, people benefit"; "The State and the People work together"... From there, arousing the spirit of solidarity and responsibility among the people, creating a combined strength to maintain and improve the quality of new rural criteria.

At the end of 2024, all 12 villages voluntarily contributed more than 1 billion VND and many working days to upgrade and expand the concrete road from Vinh Hao commune headquarters to Dong Ngan village with a length of over 3.1 km, contributing significantly to improving rural traffic infrastructure. Up to now, all 20.7 km of commune roads have been hardened, ensuring smooth traffic for cars. The village and inter-village road system has made a breakthrough development with 25.8/27.9 km hardened, making travel and trade more convenient for people. The alley roads have also received investment attention with a concrete rate of up to 90%, creating a spacious and clean appearance for the residential area. Not only that, 100% of the commune's villages maintain communist labor 1 session/month/ to clean village roads, alleys, and renovate the grounds of the village cultural house...
Not only focusing on developing transport infrastructure, Vinh Hao commune also promotes sustainable rural economic development such as: Improving irrigated agriculture, growing VietGAP oranges, raising safe livestock and poultry... At the same time, reorganizing production for the people in the direction of collective economy to improve economic efficiency, promote the spirit of cooperation and optimize resources. Up to now, the locality has 3 cooperatives (HTX) operating effectively in the fields of agriculture, forestry and services, creating close links in the production chain and product consumption. Typically , the VietGAP Orange Production Cooperative of Vinh Hao commune has established a product consumption chain with Mai Nhung One Member Co., Ltd., ensuring stable output for 86 hectares of VietGAP oranges of the Cooperative and 3 cooperatives in the area.
To help people access scientific and technical advances to improve economic efficiency, the commune coordinates with specialized agencies to open short-term vocational training courses on cultivation and animal husbandry. Up to now, the rate of trained workers in the commune has reached 70%, of which 20% have degrees and certificates. Another impressive thing is that the whole commune has 81 individual business households, 26 production and business households in the fields of forest product processing, brick production, and effective food services, contributing to creating jobs for many workers and promoting local economic growth... If in 2020, the average income per capita of the commune reached 40 million VND, by 2024 this figure will increase to 47.12 million VND/person/year. The whole commune has only 30 multidimensional poor households out of a total of 1,281 households, accounting for 2.3%.
In the field of culture and society, Vinh Hao commune has also made important progress, reflected in the improved quality of education, increasingly vibrant cultural and sports activities, improved spiritual life of the people, and traditional values preserved and promoted. Three out of three schools from preschool to secondary school have met national standards in terms of facilities; the commune has been recognized as meeting the standards for universal preschool education and primary education at level 3 according to the regulations of the Ministry of Education and Training; at the same time, universal secondary education has been completed and illiteracy eradication standards at level 1 have been achieved, contributing to improving people's knowledge, creating a solid foundation for sustainable development. Along with the above results, identifying housing as an important foundation for "settling down and making a living", Vinh Hao commune has mobilized socialized resources to eliminate temporary and dilapidated houses for poor and near-poor households. Up to now, 100% of households have secured housing, of which 80.2% are solid and semi-solid houses, meeting the "three hard" standards and having auxiliary works according to regulations of the Ministry of Construction.
Thanks to the relentless efforts and consistent motto: "Building a new rural area has a starting point but no ending point", Vinh Hao commune has achieved 13/19 criteria for advanced new rural areas. There are currently 6 criteria that have not been completed, including: Planning, transportation, electricity, education, culture and rural infrastructure. Chairman of Vinh Hao Commune People's Committee Phan Van Cong shared: "Building an advanced new rural area is not only about completing the criteria but more importantly, creating real changes, improving the quality of life for the people. With that determination, the local Party Committee and government continue to accompany the people, mobilize the strength of the entire political system and the whole society in synchronously implementing solutions to improve the quality of criteria, striving to bring Vinh Hao to the standards of an advanced new rural commune in 2025".
