Wave of high-tech investment "floods" into Vinh Phuc
In a short time, Vinh Phuc has continuously made its mark by receiving a series of large-scale projects from the world's leading technology corporations. Recently, on May 17, 2025, CNCTech Group (Vietnam) and UTI Vina (Korea) officially started construction of a high-tech factory in Thang Long III Industrial Park, with a total investment of more than 526 billion VND. The project focuses on producing liquid crystal display protectors for mobile devices and tablets, with a production scale of up to 30 million products/year, supplying directly to global corporations such as Samsung and LG.
Not stopping there, in mid-April, Mr. Ha Vu Hung - Chairman of Songshan Lake Group (China) - proposed investing in a 250-hectare industrial park in Vinh Phuc, targeting the fields of medical equipment , semiconductor components and automation robots - key industries in the 4.0 industrial revolution.
Another notable project is the $100 million semiconductor factory being deployed in Ba Thien I Industrial Park, Binh Xuyen District. This project is the result of cooperation between Signetics - a member of Young Poong Group (Korea) and CNCTech with a total area of over 5 hectares. Expected to be operational by the end of 2025, the factory will provide semiconductor assembly and testing services with Flip-Chip, MCM, BGA, FBGA product lines... serving the production of memory chips, GPUs and TVs.
In particular, SK Group - one of the largest corporations in Korea has invested 300 million USD to acquire ISCVina Co., Ltd. in Ba Thien II Industrial Park. This is a strong move in the strategy of expanding high-tech activities in the Vietnamese market.
Launch pad from preferential policies and government support
It is no coincidence that Vinh Phuc has become the "destination" of large technology corporations. The most prominent plus point is the system of outstanding preferential policies that the province has been implementing. In early April 2025, Vinh Phuc issued Resolution No. 01/2025/NQ-HDND stipulating preferential policies on land rent exemption for projects using land for production and business purposes in investment incentive sectors (investment incentive sectors and occupations) or investment incentive areas in Vinh Phuc province, while supporting infrastructure rental prices for secondary enterprises in industrial parks using non-budgetary capital.
In addition, the province has planned more than 4,500 hectares of land dedicated to high-tech industries, especially the semiconductor industry. Along with that is a strong investment in technical infrastructure - from electricity, water, logistics to training high-quality human resources, to ensure meeting all strict requirements from investors.
The province has also established the Investment Promotion and Enterprise Support Center - the focal point for receiving and handling business problems. The provincial People's Committee also requires departments, branches and People's Committees of districts and cities to proactively approach and support investors in their respective fields, ensuring that all recommendations have a clear and transparent processing time limit.

Impressive results from investment capital
According to the province's socio-economic report, in 2024, Vinh Phuc granted new and adjusted capital increases for 80 FDI projects, with a total capital of more than 636 million USD; an increase in both the number of projects and registered capital compared to the previous year, exceeding the annual plan by 59% (400 million USD). The province also granted new and adjusted capital for 30 DDI projects with a total capital of 5,303 billion VND.
Most of the projects are technology projects, have high added value, use high-quality labor, are competitive, and participate in the production network and value chain of electronics, automobiles, and motorbikes in accordance with the province's orientation.
Many large-scale projects have been and are being implemented in Vinh Phuc, such as: BH Flex Company Limited's capital increase project of 75 million USD at Khai Quang Industrial Park; Korea Circuit Vina and Interflex Vina projects increased by 91 million USD at Dong Soc Industrial Cluster; or FPT Telecom's HN03 Data Center with an investment capital of more than 1,121 billion VND.
As of May 15, 2025, the province has 1,329 investment projects, including 487 FDI projects with a total capital of over 8.61 billion USD and 842 DDI projects with a total capital of over 147,887 billion VND. These figures not only demonstrate the strong attraction of Vinh Phuc but also show the province's increasingly important role in Vietnam's high-tech industrial map.
Notably, revenue from the electronic components manufacturing industry in the first quarter of 2025 of the province reached more than 57,500 billion VND, an increase of 12.27% over the same period in 2024 - a clear demonstration of the strong shift in industrial structure.
Aiming to become a high-tech center in Vietnam
Not stopping at the role of a "production center", Vinh Phuc is striving to become a high-tech center - a place to comprehensively develop a high-tech ecosystem, from research, production to product commercialization.
In the coming time, Vinh Phuc will prioritize attracting the development of high-tech electronics industrial parks and clusters, especially the semiconductor industry. The province has also proposed to the Government to participate in the project to train 50,000 semiconductor engineers - part of the strategy to improve the competitiveness of high-level technical human resources. At the same time, Vinh Phuc is actively implementing digital transformation programs, administrative reform and infrastructure modernization to be ready to welcome the trend of Industry 5.0.
From a predominantly agricultural locality, Vinh Phuc is transforming itself into a leading high-tech center in the country. And with systematic steps, the government’s determination and a breakthrough open-door policy, the province has every basis to realize its aspiration to break through in the digital age.
