The person mentioned is Colonel, Hero of the People's Armed Forces, H3 spy - Nguyen Van Minh.
Mr. Nguyen Van Minh (1933-2009) was born in Hung Yen , in a family of craftsmen. Growing up, he went to Saigon to work as a worker and participated in secret revolutionary activities in the Lien Viet Front.
In 1959, he was assigned by the Thu Duc District Party Committee to infiltrate the Army of the Republic of Vietnam.
In 1963, taking advantage of the overthrow of the puppet government of Ngo Dinh Diem, where enemy factions were oppressing each other to compete for power and gain benefits, he found a way to enter the enemy ranks with the title of clerical staff of the Office of Chief of the General Staff Nguyen Huu Co.

Not long after, Nguyen Cao Ky overthrew Nguyen Huu Co. At that time, Mr. Nguyen Van Minh, under the guise of a diligent and dedicated military officer, was loved by many people and continued to be trusted. From then on, he became one of four secretarial staff of the Office of the Chief of the General Staff.
His daily job was to receive and archive incoming and outgoing documents between the Office of the Chief of the General Staff and agencies and units in the enemy army, especially exchanging documents with the Presidential Palace, with the agencies of the Ministry of National Defense , the army corps and military regions of the Republic of Vietnam. This job gave him the opportunity to access many top secret enemy documents.
Because of the nature of his work, he was always noticed and monitored by the enemy's secret service and security agencies. To avoid being exposed and blinded by the enemy, he cleverly took on many tasks but did not photocopy documents but instead practiced memorizing all the documents he received every day.
At night, he stayed up all night to rewrite the contents of the day's dispatches and send them to the organization. He accurately reported the enemy's major plans, such as the plan to pacify the countryside, the plan to encroach and wipe out liberated areas, etc.
In early 1975, he reported on the important and decisive information that the US would not send troops back if we launched a major attack to liberate Saigon.
This information gave the Politburo more basis to decide to launch the General Offensive and Uprising in the Spring of 1975 in the shortest time to liberate the South, contributing with the entire Party, the entire people, and the entire army to victory in the historic Ho Chi Minh Campaign.
Especially during the event of April 30, 1975, when the liberation army captured the enemy's General Staff, he encouraged the officials in General Cao Van Vien's office to preserve and seal the treasure, files, and documents and machinery in the office to hand over to the liberation army.
In 1999, he was awarded the title Hero of the People's Armed Forces by the Party and State.
