At a recent discussion session of the 15th National Assembly on the draft resolution on tuition exemption and reduction for preschool children, high school students, and students of generaleducation programs at educational institutions in the national education system, Mr. Nguyen Ngoc Tuan said that in addition to tuition exemption and reduction policies, at the end of April, General Secretary To Lam assigned the city of Hanoi the task of continuing to research a policy to support lunch for students.
Regarding this content, the City People's Committee is researching and reporting to the City Party Committee and People's Council to implement that humane and practical policy.

Mr. Tuan emphasized: “Education is the top national policy. If we do well in exempting tuition fees and universalizing education for children aged 3-5, it will have great significance in ensuring political security and social order and safety.”
“Even during the COVID-19 pandemic, Hanoi has spent more than VND1,000 billion to exempt tuition fees for the poor, near-poor, and disadvantaged,” said Mr. Tuan.
According to Mr. Tuan, up to now, the Hanoi People's Council has issued contents related to tuition exemption and reduction for some groups of students with a total amount of about 800 billion VND. If implemented according to the new Resolution, it is expected that Hanoi will need about 1,800 billion VND.
This tuition support policy applies not only to public schools but also to non-public schools. Accordingly, it will aim to pay directly to students, which is appropriate content and Hanoi city will also study and implement this content soon.
According to the Hanoi Department of Education and Training, the city currently has nearly 3,000 schools with about 2.3 million students at all levels. Hanoi is the locality with the largest number of students, accounting for about 1/10 of the country.
Currently, schools have implemented two sessions a day and organized meals at school, but parents are paying for the students' meals.
