No fear of 'hot' growth
On the morning of May 23, speaking at the discussion session of the socio -economic group, Prof. Hoang Van Cuong (National Assembly delegate from Hanoi) proposed many key and urgent solutions to realize the economic growth target of 8% in 2025.
Delegate Cuong said that to promote strong growth in 2025, the State must not only focus on public investment but also encourage private sector investment.
Referring to the principle of economic growth through capital and labor, Mr. Cuong said that anything that attracts a lot of capital will grow very quickly. Therefore, if real estate continues to pour a lot of capital into it, the economy will grow very quickly.
"China's double-digit growth period was all due to real estate, called hot growth", citing this example, the Hanoi delegation representative said that in the period of 2025 - 2026, Vietnam should accept 'hot' growth through real estate development.

Mr. Hoang Van Cuong explained that currently, the real estate market in our country is in a period of lack of supply due to problems with projects that are eligible to start construction. Meanwhile, the market is experiencing very high demand, so real estate prices are increasing due to a shortage of supply, not a “bubble”.
“If we expand the development of the real estate market, it will balance the supply, without fear of overheating, surplus goods, and inventory like in China. Therefore, we need to encourage real estate growth during this period,” the male delegate said, citing statistics from the Ministry of Finance , showing that the country has 2,212 ongoing projects that have had to stop due to problems, with a total investment capital of nearly 6 million billion VND, using nearly 350 thousand hectares of land.
The National Assembly's resolution has allowed the removal of obstacles for real estate projects in Ho Chi Minh City, Da Nang, and Khanh Hoa, but has not yet allowed widespread application in other localities.
“Therefore, I propose that the mechanism for handling these problems be widely applied to real estate projects in other localities to free up this resource. If so, it will contribute greatly to growth,” said delegate Cuong.
In addition, Mr. Hoang Van Cuong also suggested focusing on solving the social housing problem according to the National Assembly Resolution. This will create truly sustainable growth.
Developing the "night economy"
Another solution that needs to be focused on and promoted for growth, as pointed out by Mr. Cuong, is to stimulate and attract international tourists. We have good infrastructure, but few tourists, so we need to have a truly encouraging policy.

“From now until the end of the year, we should announce fee reductions, even visa exemptions. It will only cost a little budget, but we will attract tourists. Phu Quoc tourist area is almost a separate world, so from now until the end of the year, we should test visa exemptions, anyone can enter. Many places in Korea have also completely exempted them,” he said.
Also on tourism, Mr. Cuong suggested promoting the development of the 'night economy' and encouraging tourism development. Each locality with a tourist area should plan a night-time economic development area; conditions for this night-time economic area must be expanded. Thereby, goods brought here for sale should be exempted from tax and rent for them.
The delegate also said that it is necessary to loosen the control, because the night economy is where tourists want to go to enjoy, eat, drink and have fun at any time. Therefore, it is necessary to reduce the control on time and activities, only strengthen the control on security, fire prevention and fighting.
