Dienbien.gov.vn - The national conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee was held in person, combined with online access to the bridge points at the Provincial Party Committees, City Party Committees, Party Committees directly under the Central Committee; ministries, branches, central public service units and bridge points at district and commune levels. Attending at the Central bridge point: General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh. Attending at the Dien Bien bridge point, there were comrade: Mua A Son - Standing Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; former Standing Committee of the Provincial Party Committee, former retired members of the Standing Committee of the Provincial Party Committee residing in Dien Bien Phu city and Dien Bien district.

Opening the conference, Prime Minister Pham Minh Chinh delivered topic 1 on "Draft documents submitted to the 14th National Party Congress: New points in the Summary of some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; New points in the draft Report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th National Party Congress; New points in the draft Political Report; New points in the draft report on 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030; directions and tasks for socio-economic development in the 5-year period 2026 - 2030".

Next, National Assembly Chairman Tran Thanh Man delivered the second topic on "Amending the Constitution and laws; Directions for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term".

Topic 3 on "Continuing to streamline the apparatus to be efficient, effective and effective; amending and supplementing regulations on implementing the Party Charter; Directive amending Directive No. 35-CT/TW, dated June 14, 2024 and Conclusion No. 118-KL/TW, dated January 18, 2025 of the 13th Politburo on Party congresses at all levels for the 2025 - 2030 term"; The implementation plan was communicated by Head of the Central Organization Commission Le Minh Hung.

Speaking at the conference, General Secretary To Lam emphasized: After this conference, Party committees at all levels have clearly identified their tasks in the coming time. Agencies, units, localities and each Party member attending the conference have clearly envisioned their personal responsibilities in implementing the Central Committee's policies. Party committees and organizations have the responsibility to continue to study and fully and thoroughly prepare the contents of the Resolution and develop specific action plans and programs for implementation. The General Secretary clearly stated 3 requirements and 4 notes in performing tasks in the coming time, which are: Party committees at all levels need to identify the highest political determination - this is a revolution in organizing the apparatus, administrative units, reforming and innovating to develop the country. Party committees, party organizations and leaders must give strong direction and thoroughly grasp the policy so that cadres and party members fully understand the special importance of this policy, thereby creating high unity in thought and action throughout the Party.

The General Secretary also suggested that in the process of building documents for Party Congresses at all levels, it is necessary to focus more on the orientation of developing a new growth model; building a vision for the new province and new communes/wards after the merger, in the spirit of solidarity, joint efforts and unanimity for development.

The implementation of the 11th Central Resolution takes place at a time when the country is facing many challenges and many major tasks at the same time. Therefore, the General Secretary requested that the City and Provincial Party Committees pay attention to organizing well the activities to celebrate the country's major holidays, considering this a source of spiritual encouragement, creating motivation for cadres, party members and people to compete to complete all assigned tasks./.
