Dienbien.gov.vn – On the afternoon of April 22, the Provincial People's Committee held a regular meeting in April to give opinions on the Project to rearrange and reorganize commune-level administrative units. Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Pham Duc Toan, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Lo Van Cuong, Vice Chairman of the Provincial People's Committee co-chaired the meeting. Attending the meeting were leaders of departments, branches, unions and districts, towns and cities.

At the meeting, the leaders of the Department of Home Affairs presented a summary of voters' opinions and recommendations on the plan to rearrange commune-level administrative units. On April 16, the Standing Committee of the Provincial Party Committee issued Notice No. 1566-TB/TU on the policy for the Project to rearrange and reorganize commune-level administrative units in Dien Bien province. Accordingly, the plan to rearrange commune-level administrative units in Dien Bien province was agreed upon with the number of commune-level administrative units after the rearrangement being 45 units, a reduction of 84 units, achieving a reduction rate of 65.1%, ensuring compliance with the policy and orientation in Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee: "Merging commune-level administrative units ensures that the whole country reduces the number of commune-level administrative units by about 60-70% compared to the present".

Pursuant to Official Dispatch No. 1622/UBND-KT dated April 17, 2025 of the Provincial People's Committee on organizing public consultation and organizing People's Council meetings at all levels on the arrangement and reorganization of commune-level administrative units in Dien Bien province, from April 18 to 22, districts, towns and cities organized to collect voters' opinions on the arrangement and reorganization of commune-level administrative units. Accordingly, the total number of voters participating in the consultation was 112,060/132,477 voters, reaching 84.59%; the number of voters agreeing with the arrangement plan was 110,131 voters, reaching 83.13%/total number of voters; The number of voters who disagreed with the arrangement plan was 2,045 voters, accounting for 1.54% of the total number of voters, and 36 opinions and recommendations on other issues such as: Location of the office, name of the new commune-level administrative unit, arrangement plan.
The project to reorganize and arrange commune-level administrative units in Dien Bien province clearly states: Before the reorganization, Dien Bien province had 129 commune-level administrative units, including 115 communes, 9 wards and 5 towns. After the reorganization, Dien Bien province has 45 communes, including 3 wards and 42 communes; reducing 84 commune-level administrative units.

Comrade Nguyen Thai Binh, Chairman of Dien Bien District People's Committee, gave his opinion on the plan to rearrange and reorganize commune-level administrative units in Dien Bien province.
Based on the summary report, the leaders of districts, towns and cities basically agreed with the plan to receive and explain the opinions and recommendations of the people on the policy of rearranging commune-level administrative units in Dien Bien province. The leaders of the Department of Science and Technology proposed that the Provincial People's Committee adjust the functions and tasks of coordinating with departments, branches and localities to provide information to press agencies to the Department of Culture, Sports and Tourism.
Concluding the meeting, Chairman of the Provincial People's Committee Le Thanh Do requested the Department of Home Affairs to adjust the press work tasks of the Department of Science and Technology to the tasks of the Department of Culture, Sports and Tourism. At the same time, after this meeting, the Department of Home Affairs urgently completed the plan and the proposal for the arrangement and reorganization of commune-level administrative units so that the Provincial Party Committee could report to the Standing Committee and the Standing Committee of the Provincial Party Committee on the morning of April 23.
