UK initiates review of tariff quotas on rebar products imported from Vietnam

According to information from the Vietnamese Delegation in Geneva, on November 10, 2025, the UK Trade Remedies Authority (TRA) announced the initiation of a review of tariff quotas on rebar products imported from Vietnam.

This review relates to the UK's safeguard measure on steel products (which expires in June 2026).

Under UK rules, imports from developing countries that are members of the WTO that account for 3% or less of total imports into the UK are exempt from tariff quotas.

However, the information in the application shows that Vietnam has exceeded the threshold of 3% of total imports of goods subject to review into the UK, so Vietnam is no longer eligible for exemption from the safeguard measure for group 13 goods (steel bars).

The review is to consider whether Vietnam should continue to be exempt from the tariff quota – it is not a proposal to ban imports. Vietnam will still be able to export steel rebar to the UK market, but will be subject to the same tariff quota regime as other non-exempt countries, depending on the outcome of the review.

The investigation period of this review is from October 1, 2024 to September 30, 2025.
