Reflecting to reporters of Quang Tri Newspaper and Radio and Television, Ms. Nguyen Thi Lam said that plot of land No. 135, map sheet No. 21, with an area of 103.6 square meters , was left by her husband's parents. In 1995, she and her husband built a house and have lived there steadily and permanently since then. After her husband passed away, in 2019, she completed the procedures to convert the land use right certificate and discovered that her plot of land had 64.6 square meters of land within the traffic planning area.
According to the description of the land plot diagram, the planned Chu Van An street in the West encroaches on her land plot by 3.9m. Similarly, the road in the South, according to the planning, also encroaches on her land plot by 2.55m. Therefore, if the land is cleared, her land plot will now only have a total area of 39m2 .
In 2023, because the house was dilapidated, dilapidated, and unsafe, she repeatedly "knocked on the door" of competent authorities to apply for a construction permit to build a house. But she only received the answer that she was not eligible for a housing construction permit, because it was entangled with the zoning plan of Ba Don ward (old) approved by the People's Committee of Quang Binh province (old) on December 27, 2018.
In early 2025, after many times of contacting the (old) government and functional units, the leaders of the People's Committee of Ba Don Ward (old) proposed a compensation plan and support for resettlement and site clearance for her family. Specifically, with an area of 31 square meters recovered within the planning to expand the southern route, she was compensated with more than 631 million VND, of which the value of the recovered area was 558 million VND and more than 73 million VND for compensation for assets on the land. Realizing that the compensation price was not suitable to reality and too low compared to the market, she did not agree.
Ms. Lam indignantly said, if according to the above compensation plan of 31m2 of the old Ba Don ward, will the remaining planning area ( 33m2 ) continue to be reclaimed? And if the competent authority reclaims the entire area of 64.6m2 , her family will only have 39m2 left, then how can they build a house to live in?
“If the planning is involved, the competent authorities must consider how to resolve it for us, and cannot say that the land is involved in the planning, forcing people to live in this dilapidated, unsafe house forever. Because our house was built before the planning. I hope that the competent authorities will consider adequate compensation or grant a suitable plot of land elsewhere to ensure the legitimate rights of the family,” said Ms. Lam.
Regarding this incident, Vice Chairman of Ba Don Ward People's Committee Tran Anh said that after merging the local government apparatus at 2 levels, the ward has just started operating so it has not had time to grasp and review the remaining cases left by the old local government. In the coming time, the Ward People's Committee will assign specialized departments to review and grasp to advise on solutions according to their authority to ensure the legitimate rights and interests of the people.
