These are wards and communes in Lang Son city and the old Cao Loc district (the area always has the highest estimated revenue collection in the province).
Specifically, in 2025, the Base Tax 5 is assigned a revenue estimate excluding infrastructure fees in border gate areas and lottery of VND 509.3 billion, accounting for 45.4% of the total revenue estimate of base taxes in the province (this is the main source of revenue because in 2025 the province adjusted the revenue content related to infrastructure fees in border gate areas). Therefore, the revenue results of Base Tax 5 play a very important role in the overall domestic revenue results in the province.
The assigned budget estimate is high, but the implementation of budget collection in 2025 in the management unit's area faces many difficulties such as: the economic development situation still has many difficulties, negatively affecting budget collection; some policies on tax exemption and reduction, and fees to support taxpayers also affect collection results; potential risks in managing digital economic activities and e-commerce; changes in organizational structure and administrative boundaries affect some collection tasks...
Faced with that reality, Tax Department 5 has proactively and synchronously deployed solutions to overcome difficulties and improve the efficiency of collection work. Mr. Nguyen Tuan Anh, Head of Tax Department 5, said: To ensure that the budget collection work in the management area is seamless and smooth after the reorganization, the unit has proactively developed a budget collection plan and assigned specific tasks to each locality, affiliated department, tax officers and civil servants. In 2025, the estimated revenue for this area is 158 billion VND, accounting for over 30% of the total budget revenue (excluding infrastructure fees). Thereby, by the end of October 2025, Tax Department 5 is managing 5,524 business households (including contract households and declaration households), an increase of 435 households; Managing 2,179 operating enterprises, an increase of 392 enterprises compared to the beginning of 2025. As a result, in the first 10 months of 2025, revenue from this area was nearly 200 billion VND, exceeding the estimate by 26%.
Along with revenue from the non-state sector, from the beginning of 2025 up to now, the Base Tax 5 continues to synchronously and drastically implement solutions to improve the efficiency of collection work. Therein, focusing on promoting propaganda, support, and guidance for taxpayers on new tax policies; strengthening coordination with relevant agencies to implement measures to recover tax debts, strictly handling cases of tax evasion, smuggling, fraud... causing budget losses; strengthening the collection of land use fees; promoting electronicization...
Mr. Luan Xuan Phong, a business household in Ga area, Dong Dang commune said: My family's business household mainly operates in the field of star anise business. Over the years, the business household has always been regularly propagated, disseminated, and guided by the tax authority on contents related to tax policies; thereby promptly grasping and strictly implementing the obligation to pay the budget. In the first 10 months of 2025 alone, the business household has paid over 200 million VND to the budget.
With synchronous and drastic solutions, it has significantly contributed to the results of general budget collection in the area managed by Tax Base 5. As of October 27, 2025, the total budget collection in the area managed by Tax Base 5 (excluding infrastructure fees at border gates) was 594.5 billion VND, reaching 117.5% of the provincial estimate and increasing by 11.8% over the same period in 2024.
