"Overcoming the sun, overcoming the rain" to speed up construction progress

The project to upgrade and expand Lai Chau Provincial Political School is one of the major projects invested by the Lai Chau Provincial Project Management Board for Investment and Construction of Civil and Industrial Works, and constructed by Duc Manh Construction Investment Joint Stock Company (Hanoi). The project started construction in October 2024 with a total investment of over 32 billion VND from the local budget. The construction site of the project is near a residential area, "narrow construction site", and many vehicles passing by, leading to difficulties in material gathering locations. Not only that, this year the rainy season came early, with heavy and prolonged rain affecting the progress of the work. However, the contractor mobilized a lot of machinery and human resources to work, at times with more than 50 people working a day.

During the construction process, technical staff of the Provincial Civil and Industrial Construction Investment Project Management Board and supervisors are regularly present at the construction site to monitor the situation, progress and quality of the construction. According to the design, the construction scale of the project includes renovating the 300-seat conference hall, auxiliary items such as: embankment, water tank, internal road yard, synchronous power supply and drainage system, etc.

Up to this point, the project has completed 60% of the work. The remaining part is mainly wall plastering and floor tiling. The completed project will help the provincial political school reach level 1 standards as well as meet the physical facilities to serve the school's working, training and development needs.

According to information from the Lai Chau Provincial Investment and Construction Project Management Board, the Board is currently the investor of 18 projects. Of which, 12 projects will be transferred to start construction in 2024 and 6 new projects will start construction in 2025. The total investment of the 18 projects is over 600 billion VND, including capital from the central budget and local budget. In the past, the province had early and prolonged rainy weather; there was a shortage of construction materials and labor at times; and problems in site clearance affected the construction progress of the projects. In that situation, the Board launched and implemented emulation movements; built emulation agreements; created all conditions for civil servants and workers to work in accordance with their training to promote their capacity and strengths. Require technical staff to be regularly present at the construction site to supervise and promptly report to superiors to handle and remove obstacles and difficulties, minimizing impacts on the construction progress of projects.

Mr. Doan Van Trong - Head of Technical Department (Project Management Board for Investment and Construction of Industrial and Civil Works of Lai Chau Province) said that up to now, 6 projects have been completed and are ready to be handed over for use; the remaining 12 projects have completed over 2/3 of the contract volume and are continuing to implement basic construction to ensure progress and quality. In the coming time, the Board continues to request contractors to have a plan to purchase enough construction materials for the remaining construction volume to solve the problem of proactively sourcing construction materials. Request and work with contractors to develop a detailed construction schedule for the remaining construction volume so that they can proactively and promptly adjust the construction schedule when necessary... determined to strive to complete 100% of the projects in 2025.
