
Ta Phin Commune organized a conference to propagate the reduction of child marriage, the elimination of incestuous marriages and women under 18 giving birth.
Ms. Ly Thi My - Chu Lin 2 village, Ta Phin commune is 20 years old this year. At the age of 16, Ms. My got married and gave birth to 2 children. Recently, at the conference "Propaganda to reduce the situation of early marriage, incestuous marriage and women under 18 giving birth", Ms. My attended with her baby on her back.
Ms. My said: I got married early so now life is too difficult. After attending the conference, I understand the legal regulations on early marriage and incestuous marriage. I will use my story to propagate to all villagers, especially young people of marriageable age, so that they do not get married early and do not have children before 18 years old.
The conference "Propaganda to reduce child marriage, incestuous marriage and women under 18 giving birth" organized by the People's Committee of Ta Phin commune recently had about 80 households of Chu Lin 2 village attending, 100% of whom were Mong ethnic people.
At the conference, the contents on: the current situation of child marriage in the area; the consequences of child marriage and incestuous marriage, the harmful effects when women under 18 years old give birth; legal regulations, solutions related to the prevention and control of child marriage, incestuous marriage, women under 18 years old giving birth... were conveyed concisely and succinctly by Ta Phin commune officials using real-life examples in the village and commune.

Propaganda content is conveyed vividly and easily understood through stories and practical examples from local areas.
Mr. Nguyen Duc Manh - Deputy Head of the Department of Culture - Society of Ta Phin commune said: Implementing the Project "Reducing the situation of early marriage and consanguineous marriage in ethnic minority areas, period 2015 - 2025", Ta Phin Commune People's Committee has promptly completed the steering committee and issued guiding documents to organize the implementation.
In particular, focusing on propaganda work, gradually raising awareness, changing behavior for ethnic minorities about the harmful effects and consequences of early marriage and women giving birth under 18 years old. In addition, the Commune People's Committee directed the standing advisory body to issue a decision to establish an interdisciplinary inspection team to inspect villages in the implementation of the work of preventing and combating early marriage and consanguineous marriage to promptly detect and handle violations.

Propaganda to reduce early marriage and incestuous marriage is carried out in each residential area and cluster.
Regarding communication, mobilization, awareness raising, and behavior change activities in marriage, the Commune People's Committee has coordinated propaganda to cadres, party members, and people in many forms, such as: conferences, commune propaganda committees, and village propaganda teams; propaganda on commune loudspeakers and loudspeaker clusters to each residential area and cluster in the area; distributing leaflets and hanging banners; organizing commitment signing; integrating propaganda into extracurricular educational activities for middle and high school students in the commune.
The content focuses on disseminating the implementation of the Law on Marriage and Family (2014) in conjunction with gender equality and domestic violence prevention, eliminating backward customs and consequences of early marriage and incestuous marriage.

Members of the "Leaders of Change" club at local schools are active agents in promoting the reduction of child marriage.
Regarding the implementation and replication of the model, the Commune People's Committee has established and recognized "Prevention of early marriage and incestuous marriage" clubs in villages and "Leaders of change" clubs in schools in the area.
From 2015 to now, the whole commune has organized 99 propaganda sessions for over 5,300 people on preventing and combating child marriage and incestuous marriage... Thereby, people's awareness and sense of law compliance on preventing and combating child marriage and incestuous marriage have been significantly raised.
During the period 2015 - 2025, there were 35 cases of child marriage in the commune. From 2020 to now, the situation of child marriage in ethnic minority areas has decreased sharply; in 2025, the commune had 3 cases of child marriage. The People's Committee of the commune also issued a decision to punish 3 cases of child marriage.
Population quality has also gradually improved: there is no malnutrition, maternal and child mortality due to early marriage; people's stature, physical strength and life expectancy have gradually increased.

Continuing to improve the effectiveness of the work of preventing and combating child marriage, in the coming time, Ta Phin commune will promote the dissemination and education of relevant laws; the harms and consequences of child marriage and consanguineous marriage to cadres and people in ethnic minority areas, in which, promoting the role and responsibility of cadres, civil servants, communal officials, village cadres, grassroots propagandists, and prestigious people in the community. At the same time, resolutely and strictly handle cases of non-compliance with the law on marriage in accordance with regulations.
Efforts to reduce early marriage, women giving birth before 18 years old and eliminating consanguineous marriage have contributed to improving population quality, effectively serving the socio -economic development task of Ta Phin commune.
