According to the proposal of voters of Thai Nguyen province, because in Article 18, Circular No. 01/2016/TT-BGDDT dated January 15, 2016 of the Ministry of Education and Training stipulates that the subjects of enrollment of ethnic minority boarding secondary schools "are ethnic minority youth with permanent residence and settled for 03 years or more (from the date of enrollment) in areas with especially difficult socio-economic conditions according to current regulations".
Supporting ethnic minority students to go to school has been a correct policy of the government for many years (photo source: internet).
However, currently, the number of communes recognized as having particularly difficult socio -economic conditions has decreased compared to the previous period.
Voters in Thai Nguyen requested the Ministryof Education and Training to study and consider adjusting and expanding the enrollment area for ethnic minority boarding schools to ensure the number of incoming students.
Regarding this issue, the Ministry of Education and Training has just responded. According to the Ministry of Education and Training, implementing Decision No. 4929/QD-BGDDT dated December 28, 2021 of the Ministry of Education and Training promulgating the Program for drafting and promulgating legal documents and individual decisions of the Ministry of Education and Training in 2022, the Ministry of Education and Training is developing a Circular to replace Circular No. 01/2016/TT-BGDDT dated January 15, 2016 of the Ministry of Education and Training on the regulations on organization and operation of ethnic boarding schools.
From July 22, 2022 to September 22, 2022, the draft Circular was posted on the Ministry of Education and Training's Electronic Information Portal to solicit public opinions.
The Ministry of Education and Training has seriously received and explained the comments on the draft Circular sent by organizations and individuals. Accordingly, the content related to the subjects and areas of enrollment in ethnic boarding schools has been revised and supplemented.
Specifically, the admission subjects are ethnic minority students whose parents or guardians are permanent residents (for 36 consecutive months or more as of the date of application submission) in communes, wards, and towns in Region III and particularly disadvantaged villages in ethnic minority and mountainous areas, and particularly disadvantaged communes in coastal and island areas according to regulations of competent authorities;
Communes, wards and towns in region II and region I of ethnic minority and mountainous areas according to regulations of competent authorities.
Thus, the recommendations of voters of Thai Nguyen province have been accepted and completed in the Draft Circular.
