Identifying space and building new positions for communes and wards

Party congresses at all levels are extremely important political tasks, a broad political activity, evaluating the achievements of the current term, discussing, building, determining the space, direction and tasks for the new term. In particular, after streamlining the apparatus, arranging and merging administrative units at the commune level, the task of successfully organizing party congresses of communes, wards and special zones in the province becomes even more important, thereby, together with building a strong Party in all aspects, determining the space, building a position in the new development space for the commune and ward levels.

After the merger and arrangement of administrative units, Quang Ninh has 54 communes, wards and special economic zones. As soon as it officially came into operation from July 1, 2025, the Party Committee and the communal-level government have stabilized the organization, arranged human resources, facilities and equipment to put the new Party Committee and government into smooth operation with the motto of not interrupting or interrupting work to best serve the people, businesses and investors. Along with that, the Party Committees at the commune, ward and special economic zones immediately started preparing the conditions, contents, draft political reports, and taking steps to organize the congress according to regulations.

In particular, implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, Party Committees of communes, wards and special zones have been carefully preparing draft political reports, highlighting the achievements and results of implementing the resolutions for the 2020-2025 term set out on the basis of the achievements of the Party Committees at the commune level before the merger. Regarding the directions and tasks set for the new term 2025-2030, after the formation of a new administrative unit with much room for development, expanded space, and many potentials and advantages, Party Committees at the commune, ward and special zone levels have therefore been more carefully prepared, conducting discussions and contributing opinions right from the preparation stage. In which, it focuses on determining the direction for the next term with a long-term vision, commensurate with the expansion of area, population, potential and strengths of the new commune level after the merger.

The Provincial Standing Committee worked with the Standing Committee of the Cam Pha Ward Party Committee to approve the content of the 1st Cam Pha Ward Congress, term 2025-2030.

In order for the congresses at the commune, ward and special zone levels to take place successfully, with high results, in accordance with procedures and regulations, Quang Ninh province has selected 3 party committees: Cam Pha ward, Bai Chay ward, Tien Yen commune to organize model congresses, thereby drawing experience from organizing party congresses at the commune and ward levels in the whole province.

Emphasizing in the working session with the Standing Committee of the Cam Pha Ward Party Committee on approving the content of the 1st Congress of Cam Pha Ward Delegates, term 2025-2030, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested the Party Committee to draft a political report with the goal of building Cam Pha Ward as one of the urban centers with dynamic, sustainable development, typical in all aspects; a model locality in digital transformation, leading in administrative reform, leading in education quality. The key task that needs to be identified is to continue to build and rectify the Party, the political system is truly clean and strong; continue to review and build a truly streamlined, strong, honest, people-serving, truly of the people, by the people, for the people. Along with that, develop and complete the synchronous socio-economic infrastructure, substantive and effective regional linkages; develop modern trade, services, and tourism; High technology application for sustainable marine economic development.

Working with a number of commune and ward party committees in the province, provincial leaders requested to focus on preparing the best for the 2025-2030 term party congress. In particular, it is necessary to study, exchange and discuss thoroughly the congress documents, especially the directions and tasks of the new term, which need to highlight the specific advantages in a larger space, and to identify the strengths, conditions and characteristics of the locality, especially the unique and different advantages of each locality, thereby planning appropriate strategies, bringing the locality to breakthrough and sustainable development in the new period.

We believe that, with the close and drastic direction from the provincial level, along with the careful, serious and thorough preparation of the Party Committees of communes, wards and special zones, the Party Congress at the commune level after the merger will be a great success, a profound political activity, creating a solid foundation for the stable and sustainable development of the locality in the new era of the nation.
