On the morning of September 10th, at the Party Central Headquarters, under the chairmanship of General Secretary To Lam, the Politburo held a meeting with the Standing Committee of the Government Party Committee to discuss draft documents, personnel plans, and preparations for the First Congress of the Government Party Committee, term 2025-2030.

At the meeting, the Politburo heard a report from representatives of the Standing Committee of the Government Party Committee on the drafting of documents and personnel plans for the 2025-2030 term; and a report on the acceptance and explanation of comments from central committees, ministries, and agencies. The Politburo assessed that the draft documents and personnel plans had been meticulously and seriously prepared by the Government Party Committee in accordance with the regulations and guidelines of the Central Committee.

Concluding the meeting, General Secretary To Lam requested the Standing Committee of the Government Party Committee to incorporate the opinions of the Politburo members and the reasonable suggestions from central committees, ministries, and agencies to finalize the documents and personnel plans, and to continue making thorough preparations for the successful organization of the 2025-2030 term congress.

General Secretary To Lam emphasized that the guiding principles in the political report must be consistent with the most important position and role of the Government Party Committee in the system of Party committees directly under the Central Committee; as the core leading and directly guiding the Government and the Party committees of ministries, sectors, corporations, banks, and large enterprises.

At the same time, the document closely follows, updates, and concretizes the contents of the draft documents of the 14th Party Congress related to the responsibilities of the Government, with the overarching task of promoting socio-economic development, ensuring national defense and security, strengthening foreign relations, achieving social progress and equity, and improving people's lives. It sets appropriate goals, visions, and targets for each stage and period; reviews mechanisms and policies to address and resolve issues in order to achieve the set goals, especially the institutionalization of new guidelines and directions of the Central Party Committee.

General Secretary To Lam proposed that the Party Committee and the Government focus on perfecting the development institutions associated with building a socialist rule of law state that is constructive, honest, proactive, and serves the people; paying attention to perfecting institutions and laws, especially in the fields of investment, land, planning, expanding the development space of the nation, regions, sectors, fields, and localities, unleashing productive forces, mobilizing all resources and creating new impetus for development; having policies to mobilize private sector resources to participate in key infrastructure projects such as expressways, high-speed railways, urban railways, energy infrastructure, defense and security industries; effectively implementing the operation of international financial centers, free trade zones and new economic models…

General Secretary To Lam emphasized the need to accelerate industrialization and modernization, restructure the economy, and establish a new growth model with science and technology, innovation, and digital transformation as the main driving forces; strongly develop the digital economy and knowledge economy with high added value and global competitiveness, especially new industries and technologies; develop the state-owned economy to play a leading role in ensuring macroeconomic stability, major balances, strategic orientation, and leading the economy; the private economy is the most important driving force of the national economy; and strengthen the selective attraction of foreign investment (both direct and indirect).

General Secretary To Lam also pointed out that it is necessary to continue focusing resources on developing a synchronous, modern, smart, and internationally connected infrastructure; effectively exploiting and expanding new development spaces, using urban areas as the driving force for regional development; infrastructure connecting major cities and industrial development centers; focusing resources on investing in and modernizing digital infrastructure; and developing a synchronous and modern cultural and social infrastructure...

General Secretary To Lam requested a focus on improving the material and spiritual lives and health of the people; concretizing tasks and solutions to implement the policy of closely combining economic growth with social progress and equity, comprehensive human development, and caring for the people's lives; and focusing on directing the implementation of resolutions and conclusions of the Politburo on breakthroughs in education development and people's health care...

Furthermore, we must continue to strengthen national defense, ensure national security, maintain social order and safety, and create a peaceful and stable environment for national development; improve the effectiveness of foreign affairs and international integration, focusing on economic diplomacy, and enhance Vietnam's role, position, and prestige in serving the development of a prosperous, civilized, and thriving nation...
