The viewpoint of developing social housing is a major policy and humane policy of the Party and the State, demonstrating the progress and fairness of society, ensuring the right to housing of the people, "settling down and making a living". Investing in social housing is investing in the development of society and the country. Social housing does not have to be located in deserted places but must have full infrastructure.

The Prime Minister also encouraged and called on businesses with clean land funds to cooperate with localities to invest in building social housing. In the long term, agencies should develop housing projects that are affordable for people. Diversify capital sources for social housing and housing in general, with forms of purchase, rental, and hire-purchase; study the experiences of other countries.

The Ministry of Public Security directs commune-level police to base on information from the population database to confirm income conditions for low-income people in urban areas without labor contracts within 7 days; directs investigation and handling of cases of illegal brokerage, property fraud, and manipulation of social housing purchase records.
