Building a team of teachers to meet new development requirements

Education and training are the key driving force for the country's breakthrough development in the digital age. There, each teacher is a person who imparts knowledge, cultivates personality and arouses the desire to excel in students. Therefore, developing a team of teachers with qualities, capacity and prestige, meeting the requirements of fundamental and comprehensive educational innovation is one of the top priorities of Quang Ninh province today.

Good teachers, good students

2025 is the year Quang Ninh achieved the highest results ever in the national high school excellent student selection exam with 88 prizes, including 2 first prizes, 27 second prizes, 30 third prizes, and 29 consolation prizes. The province excellently maintained its position as 8th out of 63 provinces and cities (old) with the highest number and percentage of national high school excellent students in the country. 2 Quang Ninh students were selected to compete in the regional and international Olympic competitions in Informatics and Chemistry. Among them, Ninh Quang Thang, a 12th grade student of the IT Specialized School, Ha Long High School for the Gifted, excellently won the Bronze Medal in the Asia- Pacific Informatics Competition (APIO) and then the Bronze Medal in the 37th International Informatics Olympiad (IOI) 2025.

Behind Ninh Quang Thang's proud international medals are his constant efforts and the dedicated support of his homeroom teacher, Ha Dai Ton. He is the first PhD in Mathematics in Quang Ninh province. For nearly 10 years in charge of the IT team of Ha Long Specialized High School and the province, he has made great contributions to building the province's IT team to be ranked well in the country, thereby creating human resources to meet the requirements of development and digital transformation in education and society today. Above all, he has passed on the flame of active, proactive and creative learning to students, creating passion and excitement for them.

Not only with key education, the province's mass education in 2025 also marked with proud numbers. In the 2025 high school graduation exam, with an average score of 6.19, Quang Ninh ranked 12th out of 34 new provinces and cities; ranked 13th out of 63 (old) provinces and cities, up 12 places compared to 2024. The province has the highest ranking since the ranking of average high school graduation exam scores of localities nationwide. Notably, Quang Ninh has 7 subjects in the top 10 provinces with the highest average scores; of which English ranked 3rd after Hanoi and Ho Chi Minh City.

These results demonstrate the province’s attention and investment in education, the active participation and responsibility of Party committees at all levels, the government, departments, branches, organizations and the people. This is also an important indicator, indirectly affirming the quality and dedication of the Quang Ninh teaching staff.

According to the Department of Education and Training of Quang Ninh, the current rate of qualified teachers in the province is 98%, an increase of 3.4% compared to 2024. The number of managers and teachers with master's degrees or higher has increased over the years. The province currently has more than 1,200 managers and teachers with doctoral and master's degrees (accounting for nearly 6%). The total number of People's Teachers and Excellent Teachers in the province is 121 people. The number of party members in the whole sector is 13,108, accounting for over 60% of the total number of civil servants, public employees and workers.

Motivation determines the quality of education

As digital technology and artificial intelligence are reshaping global education, students today can proactively access knowledge via the Internet. Classroom hours increasingly focus on discussion, analysis and problem solving. At that time, the role of teachers gradually shifts from imparting knowledge to guiding, advising and creating a learning environment.

Grasping the new movement trend in education and thoroughly grasping the spirit of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough in education and training development, the Standing Committee of Quang Ninh Provincial Party Committee issued Action Program No. 03-CTr/TU (dated October 13, 2025), identifying the goal of improving quality and developing the education system in a modern, integrated direction, suitable to local characteristics.

The program affirms: Developing education is the cause of the Party, the State and the entire people; students are the center, schools are the foundation, teachers are the driving force that determines quality. Implement the motto "teachers are teachers, students are students", focus on ethics, personality, knowledge; correct negativity, promote honor, honor teachers in society.

To bring the Party's Resolution into life, so that each cadre and teacher can fully understand and concretize it through actions, the Party Committee of the Department of Education and Training has organized to disseminate and propagate Resolution 71-NQ/TW and the directive documents of the Central and the province in conferences and meetings of the Party Committee of the Department; at the same time, directed its widespread implementation throughout the industry.

The Department of Education and Training also advised the province to build special and outstanding mechanisms and policies for education, ensuring the principle of "leaving no one behind"; spending on education budget reaches at least 20% of total state budget expenditure. Regarding staff, recruit and arrange enough competent managers, suitable for the two-level government model; strengthen inspection and supervision of planning, training, fostering, and evaluating staff to ensure publicity and transparency.

The sector also reviews and arranges teachers reasonably, overcomes local surpluses and shortages; mobilizes and assigns between units to balance human resources. At the same time, it promotes the application of IT, online teaching, exploits digital science resources, and supports teaching in areas with teacher shortages. Training, upgrading of professional qualifications, political theory, management capacity and innovation in teaching methods are also regularly implemented, meeting the requirements of educational development in the digital age.

With many synchronous solutions, Quang Ninh aims to build a team of teachers with solid qualities, good expertise, and enough capacity to meet new requirements; striving according to the motto "Courage, enthusiasm, responsibility, discipline and creativity". This is the foundation for Quang Ninh education to firmly step into the era of digital transformation, integration and sustainable development.
