One of the notable highlights is the EM-THRIVE Project - a cooperation project between the Research and Training Center for Community Development (RTCCD) and the National Institute of Hygiene and Epidemiology. From August 2025, Quang Ninh, together with Tuyen Quang, Lam Dong and Can Tho, will implement the project, aiming to equip parents with scientific knowledge and skills to raise children in the golden period from 0-3 years old.

EM-THRIVE was developed from the “Early Journey” model, focusing on training positive parenting skills. The program is integrated into expanded vaccination sessions, helping health workers directly advise parents, thereby spreading scientific and sustainable parenting knowledge to each family.
After a short time of implementation, the project has gradually come into practice and helped people access information conveniently, save time and form proactive and scientific childcare habits.
The highlight of the project is to link parenting counseling activities with existing health services. This takes advantage of the grassroots health network while ensuring sustainability and widespread coverage in the community.
Along with the implementation of EM-THRIVE, the provincial health sector also promotes community nutrition models. In 2025, 14 intensive training courses on improving nutrition were organized, attracting nearly 400 grassroots health workers to participate. The courses not only aim to improve the capacity of nutritional care for children but also extend to vulnerable groups such as pregnant women, the elderly, and the poor.
A clear demonstration of the effectiveness of the intervention is the annual Vitamin A Supplementation Campaign. By 2025, Quang Ninh aims to have at least 98% of children aged 6 to under 36 months receiving vitamin A.

At the same time, Quang Ninh has also implemented many practical policies to support children in difficult circumstances. In the first 6 months of 2025, 35 children in special circumstances were supported with medical examination and treatment costs of up to more than 200 million VND. 100% of abused children received counseling, psychological and legal support; 98.9% of children under 6 years old received free medical examination and treatment at public health facilities. Children with disabilities received medical examination and rehabilitation surgery, helping them integrate into the community; child health indicators were maintained at a good level: The mortality rate for children under 1 year old was only 3.7‰, for children under 5 years old was 4.9‰; the rate of malnourished children under 5 years old with low weight and stunted growth was both below 6%; the rate of full vaccination for children under 1 year old reached 95.8%. In 2024 alone, the whole province will have more than 520,000 children receiving medical examination and treatment using health insurance cards.
The above results demonstrate the continuous efforts of all levels and sectors, from maternity management, active parenting education programs, to community nutrition campaigns. All are aimed at the goal of building a comprehensive child health care system, closely linked from family to community.
With the right orientation, synchronous participation and responsibility of the whole society, Quang Ninh is gradually realizing the goal of improving the health, stature and happiness of children, contributing to building a future generation of comprehensive and sustainable development.
