Building an information system to handle administrative procedures in the education sector

The Ministry of Education and Training has sent a document to the Chairmen of the People's Committees of provinces and centrally-run cities regarding the survey of the Administrative Procedure Information System of localities.

According to this document, the Ministry of Education and Training has coordinated with the Vietnam Posts and Telecommunications Group to develop an information system to handle administrative procedures according to a centralized model from the central to local levels in the education sector.

To complete the tasks assigned by the Central Steering Committee and the Government , the Ministry of Education and Training requests the People's Committees of provinces and centrally run cities to coordinate in providing the following information:

Firstly, provide survey information on the current status of the local administrative procedure settlement information system, including:

Information about agencies/units and officers participating in receiving, resolving and returning results of administrative procedures in the field of education and training at the local level;

Detailed information on administrative procedures under the authority of receiving and resolving at the local level; specifically mentioning administrative procedures that have been restructured, replaced, and reduced in terms of file components with available data; specialized information systems or software, and databases connected to serve the resolution of administrative procedures.

Second, provide a list of local focal points in charge of administrative procedure handling processes and techniques; and database information connection techniques to coordinate with the Ministry of Education and Training in implementing the construction and operation of the system locally in the field of education and training now and in the future.

In addition, to meet the progress before January 1, 2026, the National Administrative Procedure Information System will be put into operation, the Ministry of Education and Training will temporarily apply a common set of administrative procedure implementation procedures for local use.

In case provinces and cities, during the testing and usage process, need to reconfigure the process of handling some administrative procedures to suit the local reception and handling model, please send your comments to the Ministry of Education and Training for synthesis and coordination with businesses to implement after January 1, 2026.
