New rural construction associated with digital transformation

The National Target Program on New Rural Development has created remarkable changes in the rural appearance of Thai Nguyen province. Infrastructure has been invested synchronously; the material and spiritual life of the people has been increasingly improved. Entering the new phase, the province has set higher goals, aiming to build a model new rural area and smart rural area.

Thai Nguyen farmers proactively apply science and technology and digital transformation in production and promotion of tea products, aiming to build smart new rural areas.

Promoting digital transformation in agriculture and rural areas

Before the merger, the old Thai Nguyen province had 115/121 communes meeting new rural standards (NTM), 50 communes meeting advanced standards and 12 communes meeting model standards; 7 district-level units completed their tasks and met NTM standards. The old Bac Kan province had Bac Kan city completing the task of building NTM, 29/95 communes meeting standards and 4 communes meeting advanced NTM standards. After the merger, the new Thai Nguyen province had 77 communes subject to assessment according to the NTM criteria set, of which 42 communes met the standards, including 4 communes meeting advanced standards.

The National Target Program on New Rural Development has created an important foundation for the development of rural areas. Many inter-commune and inter-village roads have been expanded and concreted; electricity, clean water, schools and medical stations have been invested in and upgraded synchronously. Production support programs, technology transfer and the construction of effective economic models have contributed to increasing income and promoting economic restructuring towards commodity production.

Along with completing infrastructure, Thai Nguyen promotes digital transformation associated with building new rural areas.

At the government level, the application of technology in management, operation and provision of public services has improved operational efficiency, while promoting socio-economic development in a modern and sustainable direction.

Many communes have digitized their systems of documents and administrative procedures; online public services have been widely disseminated, helping people save time, travel costs and access information transparently and quickly.

In the agricultural sector, authorities have implemented many support programs for businesses, cooperatives and entities participating in e-commerce platforms, in line with the industry's digital transformation roadmap.

Hundreds of thousands of production households have been trained and supported to bring their products to e-commerce platforms such as: C-Thai Nguyen, Viettel, VinaPost, Voso, Sendo, Lazada, Amazon... Many online conferences connecting businesses and cooperatives with domestic and foreign partners have also been organized, contributing to promoting trade and promoting products.

Towards smart countryside

In the new phase, Thai Nguyen focuses on improving the quality of the achieved criteria, while building a model of smart new rural areas. The focus is on upgrading transport infrastructure, developing digital infrastructure, promoting rural digital economy and improving digital capacity for people. The goal is to improve living conditions, facilitate production and business and make technology a driving force for sustainable development.

After the merger, Vo Tranh commune (Thai Nguyen province) has 72 hamlets, of which 32 hamlets meet the model NTM standards. Digital transformation infrastructure is focused on with 19/72 cultural houses equipped with free wifi, serving learning, community activities and online public services. The commune also installed 255 solar lights along two 5km long roads, increasing the rate of households using renewable energy.

Regarding production, Vo Tranh commune currently has more than 2,500 hectares of tea. People have proactively applied automatic irrigation systems and biological products in care, pest control and processing. At the same time, they have applied digital technology platforms to promote and introduce products and find consumption markets.

Vice Chairman of Vo Tranh Commune People's Committee Bui Phuong Thao said that the people's bold application of technology in production and consumption is an important foundation for building smart rural areas. In the coming time, the commune will continue to mobilize resources to complete digital infrastructure, train digital skills and replicate production models associated with e-commerce, thereby creating sustainable livelihoods for the people.

Bach Thong commune was established on the basis of merging Dong Thang, Duong Phong and Quang Thuan communes. After the merger, the commune government mobilized resources to invest in infrastructure, support production, create jobs, increase income for people, and at the same time promote the application of digital transformation in building new rural areas.

Digital transformation is being implemented synchronously, helping to improve the efficiency of management, operation and service to the people. The one-stop shop has been invested in facilities, information technology and human resources, improving the quality of administrative procedure settlement, the rate of online records reaching over 72%.

The commune actively promotes and guides people to use digital platforms such as VNeID and electronic health books. Notably, the electronic bookshelf model has been effective, providing dozens of practical books related to life and production. People only need to scan the QR code to read the newspaper, contributing to spreading digital knowledge in the community.

Mr. Ha Ngoc Viet, Chairman of Bach Thong Commune People's Committee, said: Along with improving the new rural criteria, the commune focuses on promoting digital transformation in management, operation and provision of public services; at the same time, applying technology in economic development, supporting people to access the market, thereby contributing to improving income and quality of life.

Maintaining and improving NTM criteria associated with digital technology application is the direction of many localities in the province. The set goal is not only to stop at NTM standards, but also to build smart rural areas with modern infrastructure, civilized life, sustainable economic development, creating a favorable living environment for people.
