Building a model new rural area in Tam Phuoc

Speaking to cadres and party members of the solidarity group in Tam Phuoc village and commune at a recent dialogue on building a new model rural commune, Mr. Vu Van Tham - Secretary of Phu Ninh District Party Committee affirmed: "The people decide everything. If the people do not participate, nothing can be done!"

New countryside must be "new"

In 2009, Tam Phuoc was one of the first 11 communes in the country to be selected to build a new rural commune. At that time, Tam Phuoc commune had average conditions. Choosing an average commune to build a new rural model, to make it successful also meant that the possibility of replication was very large. Luckily for Tam Phuoc, it was selected.

From the survey, Mr. Vu Van Tham, Secretary of Phu Ninh District Party Committee, pointed out: Now, when passing through DT615 route, you will see the gate leading to the center of Tam Phuoc commune, which is massive, but the situation of garbage gathering on both sides of the road is messy. Cleaning the environment requires the participation of the people, the leadership of the Party, and the implementation and mobilization of the government.

The success or failure of the new rural area is not only determined by the Party committee, the government, the Fatherland Front and mass organizations, but also by the people. If people throw garbage into the ditches and put fences close to the border of traffic routes, how can there be a new rural area?

Mr. Vu Thach Anh - Chairman of Tam Phuoc Commune People's Committee said that in general assessment of the level of maintaining the standards of NTM criteria according to the set of criteria for the period 2023 - 2025 of the Provincial People's Committee in Decision 2072 dated August 9, 2022, Tam Phuoc achieved 16/19 criteria. Three criteria have not been met, including: planning; health ; environment and food safety.

Regarding the construction of an advanced NTM commune, based on the criteria set in Decision No. 2333 dated September 8, 2022 of the Provincial People's Committee, Tam Phuoc meets 12/19 criteria. For the construction of a model new NTM commune, the commune registers outstanding model content in culture.

Mr. Tham said, to have a new rural area, first of all, cadres, party members, the Fatherland Front and mass organizations must make people understand why it is necessary to build a new rural area and who will benefit from the results.

The movement to build a new rural area is for us, for our children. The new rural environment requires sustainable development, people living together faithfully, affectionately, knowing how to sacrifice their own interests for the community. Calculating gains and losses, fighting for every inch of land, or thinking of "two rows of vegetables, two pigsties" is not acceptable.

According to Mr. Tham, as a cadre or party member, one must set an example, propagate and persuade the people. We have done it and are doing it, but not all of us are the same.

When good people are getting fewer and bad people are increasing; land disputes are persistent; father-child and husband-wife relationships are broken; theft, gambling, drugs, etc. still occur, it cannot be called NTM. It is nothing new. Therefore, we must re-examine the question of who will implement NTM? Farmers are the subjects implementing NTM, farmers are the masters, implementing according to the motto "people know, people discuss, people discuss, people check, people benefit".

In collective activities, people's activities, cadres and party members must know how to separate the turbid and the clear, praise those who sacrifice for the common good, and condemn those who are stingy, selfish, and narrow-minded, who only care about their own interests.

The task of building a new rural area is ours, it determines our destiny and makes everyone's life better, but there are still many people who are outside. Therefore, we must untie the knot, we must solve the problem here, only then will the new rural area be fresh, have a livable environment, produce kind-hearted people, strengthen the bonds of village and neighborhood, and shape the personality of our children in the future.

Solve each problem specifically

Regarding the people's opinions on the construction of new rural areas in Tam Phuoc commune, there are still many limitations, notably the situation of waste, environmental pollution, some rural traffic routes, degraded intra-field canals that need to be invested in and upgraded..., Mr. Vu Van Tham affirmed that the district leaders listen, are receptive and will direct the inspection and specific resolution of each issue.

However, if the Party Committee, the government, the Fatherland Front and local mass organizations do not propagate and mobilize people to understand and be aware of their responsibility for the common life of the community, the development of the homeland, and the future of their children, then the construction of the new rural area will definitely fail. Even if there are clear roads and sidewalks and many constructions, it will not solve the fundamental nature of the problem.

“Today, with the Party cell secretary, village chief, head of the village front work committee, the Front and mass organizations, I request that from the district to the grassroots level, closely follow reality, closely follow the grassroots level, set out specific, practical and effective action plans; mobilize people well, join hands and unite to build new rural areas in the locality” - Mr. Tham said.

Mr. Tham noted that the district has allocated capital for the construction of new rural areas to the commune. We must focus on disbursing well to contribute to promoting growth, not spending is a crime against the people. People have donated land and construction materials, so we should not mobilize more contributions. Those who do well must benefit. The District People's Council will soon consider adjusting the contribution and counterpart ratios appropriately.

Some traffic routes - currently, people have contributed money, wherever there is a clear space, construction will be urgently completed. If the district allocates capital for Tam Phuoc to build a road but there is no clear space, and only one household has not supported, it cannot be done, it will affect the overall disbursement progress of the whole district.

“The most worrying thing is when a part of the people have not really taken part. This is where the leadership role of the Party Committee and Party members must set an example and take the lead. We take care of developing Party members, but it is also necessary to review and remove from the Party those Party members who are not exemplary, no longer qualified, and who weaken the Party's prestige,” Mr. Tham confided.

Reflecting on difficulties from the grassroots, the Party cell secretaries of villages in Tam Phuoc also expressed concern about the potentially complicated security and order situation, notably that the perpetrators came from other localities, affecting the assurance of security and order criteria.

Understanding the concerns from reality, Phu Ninh District Party Secretary - Vu Van Tham shared that he tried to do many things well, but the concern about maintaining security and order was also a problem. Suddenly, a subject from somewhere came to the area to commit a crime, but the criteria for national defense and security were not met. This was a very legitimate concern.

Mr. Tham requested that after this dialogue, the locality must do the work of the village or commune, the district cannot do it for them. The most important thing is still to propagate and mobilize the people.

Currently, the biggest risk is that people do not actively participate in meetings, and if they do not attend meetings, they will not understand the policies and will not hear the propaganda. That means they are innocent, do nothing, let others do it, but when it comes to them, they will jump up and down.

“With all my thoughts, feelings and as the head of the district Party Committee, I am very concerned about the completion of the district’s new rural areas. In particular, this is the third cycle of building new rural areas in Tam Phuoc commune - that is, building advanced new rural areas, to build model new rural areas. The Party Committee, government and people of the whole district must understand that the task of building new rural areas has a starting point, but no ending point…” - Mr. Tham expressed.
