The Provincial Party Standing Committee requires all levels to implement Directive 05 together with "clarifying the current situation, manifestations, causes and solutions to identify and overcome the situation of cadres, civil servants and public employees shirking, avoiding and fearing responsibility".

At the provincial level, in April, the Provincial Party Standing Committee organized a combined in-person and online conference for key officials from the provincial to district and commune levels to study and learn the 2024 topic. After the conference, in the second quarter, party committees at all levels, agencies and units in the province focused on developing plans and guiding the implementation of the topic seriously and effectively, in accordance with their functions, tasks and actual situation.

On an individual basis, the Provincial Party Standing Committee requires cadres and party members throughout the province to write a commitment to implement the 2024 theme, linked to their own efforts to push back the situation of avoiding, shirking, and fearing responsibility.

Based on the province's 2024 theme, agencies, units, and localities will study and organize seminars, talks, thematic activities, competitions, performances, etc. to concretize and apply them into practice into specific tasks and goals.

Accordingly, Party committees at all levels lead and direct the development of plans to incorporate the 2024 thematic content into regular activities of Party cells and Party committees. Determine the content of study and implementation for each month and quarter that is close to the tasks of the agency, unit, cadres and Party members; select the remaining limitations of the collective and individuals to discuss and find solutions for better implementation in the coming time.

Through the meetings, the Party Committee focused on directing, rectifying, and overcoming the situation of avoiding, pushing, working half-heartedly, and being afraid of responsibility by cadres and Party members, especially leaders and managers. At the same time, it encouraged and protected dynamic, creative cadres who dared to think and act for the common good.

In monthly regular activities, depending on the specific situation of the Party cell, Party committee, and Party committee, the Party committee selects appropriate content to discuss and discuss; at the same time, evaluates the results of implementing the study plan, following and setting examples of individuals, in which commending good cases, criticizing and proposing remedial measures for individuals with limitations and shortcomings.

Building revolutionary ethical standards

The Provincial Party Standing Committee emphasized the need to “build revolutionary ethical standards for cadres and party members” and considered this “an urgent issue, creating a basis for cadres and party members to strive, practice, and improve revolutionary ethics”. At the same time, it is the basis for party committees at all levels to evaluate cadres and party members; contributing directly to the fight against degradation in political ideology, ethics, and lifestyle, improving the quality of cadres and party members to build and rectify the Party and a clean and strong political system.

According to the Provincial Party Committee Standing Committee, the revolutionary ethical standards of cadres and party members are built on the foundation of Ho Chi Minh's ideology: "Loyalty to the country, filial piety to the people"; love for people; living with love and meaning; being diligent, frugal, honest, upright, impartial; and having a spirit of solidarity. Those common standards, when applied to build the contingent of cadres and party members in the province, cannot be separated from the unique qualities of the people of Quang Nam.

All are harmonized and applied into standards in workplace ethics, in social relationships, along with studying and following Ho Chi Minh's ideology, morality and style. With the motto "close to functions and tasks, concise, easy to remember, easy to understand, easy to implement, easy to evaluate results", revolutionary ethical standards revolve around 5 basic relationships: Towards the Party, the Fatherland; towards the people; towards work; towards colleagues; towards oneself. In which, focusing on the standards: Absolutely loyal to the interests of the Party, the nation and the people; exemplary, leading in the fight against all manifestations of degradation of political ideology, morality, lifestyle, "self-evolution", "self-transformation"; reading carefully, thinking deeply, giving effective advice; pure personal ethics, exemplary public service ethics; solidarity, promoting collective intelligence.

Practice from example to action

In studying and following Uncle Ho, each person needs to clearly demonstrate their responsibility to set an example in each content and task. In particular, promoting the vanguard and exemplary role of cadres and party members, especially the heads of Party committees, authorities, agencies and units.

Key leaders at all levels must demonstrate steadfast ideology, correct viewpoints, dare to think, dare to do, dare to take responsibility, be devoted to the country and the people; have a scientific, democratic leadership style, closely following reality, truly be the nucleus of solidarity, gathering, creating motivation and promoting collective intelligence; always uphold the principle of democratic centralism, objectivity and comprehensiveness.

In order for the province's 2024 theme of "Studying and following Ho Chi Minh's ideology, morality and lifestyle" to achieve results, the Provincial Party Committee Standing Committee requested the provincial departments and branches to seriously organize inspection and supervision activities on the implementation of Conclusion No. 01 in conjunction with the implementation of the Central Committee's resolutions on Party building and rectification and the Party's regulations on exemplary responsibility. The Standing Committee of the Provincial Party Committee requested Party committees and authorities at all levels to review, supplement, and develop new regulations and rules related to the implementation of exemplary responsibility; implement the "Revolutionary ethical standards of cadres and party members in the new period", as a basis for cadres and party members to register, strive, and practice. Setting an example in studying and following Ho Chi Minh's ideology, morality, and style must be associated with the implementation of Regulation No. 1224, dated May 6, 2019 of the Standing Committee of the Provincial Party Committee on the exemplary responsibility of cadres and party members, first of all, the Standing Committee of the Provincial Party Committee, members of the Standing Committee of the Provincial Party Committee, and leaders at all levels.
