Building Le Hong Phong Cadre Training School into a typical standard political school

Pursuant to Regulation No. 09-QDi/TU dated November 13, 2018 of the Central Party Secretariat on functions, tasks, and organizational structure of political schools of provinces and centrally-run cities, on July 9, 2019, the Standing Committee of the Hanoi Party Committee issued Regulation No. 6721-QD/TU on functions, tasks, organizational structure, and working relationships of the Le Hong Phong Cadre Training School of Hanoi City.

On that basis, by September 2019, the school's organizational structure had been reorganized to ensure compliance with regulations, including the Board of Directors, 3 faculties and 2 departments. The school's staff, civil servants and contract workers had 105 people.

Based on the current practice of the school, the Project sets the goal of building and developing Le Hong Phong Cadre Training School in Hanoi to become a typical and leading political school in the country, worthy of the political school of the Capital. At the same time, it is a prestigious research base for political theory , summarizing practices, and advising on policies of the Capital and the country, connecting the region and the world.

The project sets specific goals: The school will achieve level 1 political school standards by 2024, level 2 standards from 2026, and be a typical model of a standard political school in the country, with an organizational structure commensurate with the functions and tasks assigned by the Central and the city. At the same time, there will be specialized units to carry out key tasks; at least 20% of staff and lecturers will have doctoral degrees, including 100% of the Board of Directors and heads and deputy heads of departments; build a team of high-quality guest lecturers, meeting the prescribed ratio; initially connect regionally and internationally.

By 2030, Le Hong Phong Cadre Training School will become a typical leading political school in the country, following the direction of a smart political school on a modern digital technology platform; at least 30% of staff and lecturers will have a doctorate degree, including 100% of members of the Board of Directors and heads and deputy heads of affiliated units. In particular, initially building a team of lecturers and experts with outstanding capacity and qualities in the school's professional fields, capable of working effectively in an international environment; having a team of domestic and foreign guest lecturers meeting the prescribed ratio, with high quality; effectively connecting with the region and internationally in training, fostering and scientific research.

By 2026, the School will focus on researching, developing and implementing well the assigned training and development programs; focus on organizing short-term knowledge update classes periodically, improving working capacity in the international and digital environments for the staff, civil servants and public employees of the Capital; have internal management methods and control systems, ensure advanced quality, apply modern and synchronous digital technology.

By 2030, the School will have modern teaching programs and methods; have quality training, fostering and a professional quality control and assurance system; gradually diversify its organization methods, link domestic and foreign training and fostering based on digital technology; become the country's leading prestigious training and fostering institution.
