Building Dong Quang commune to lead the province in digital transformation at the commune level by 2030

On the morning of February 26, the Party Committee of Dong Quang commune ( Thanh Hoa city) held the 20th Congress of delegates for the 2025-2030 term. Attending the congress were leaders of the City Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Thanh Hoa city, along with 131 official delegates representing 312 party members in the entire Party Committee.

In the 2020-2025 term, the Party Committee, government and people of Dong Quang commune joined hands and unanimously overcame many difficulties and challenges, completing 29/29 set targets, of which 19 targets were exceeded and 10 targets were completed as planned.

Economic growth is quite even in all sectors. The average annual growth rate of production value is estimated at 12.7%; total state budget revenue in the 2020-2024 period is estimated at more than 175.3 billion VND; average income per capita in 2025 is estimated at 72.9 million VND, an increase of 26.9 million VND compared to 2020.

In the context of the complicated developments of the COVID-19 pandemic, in 2022, Dong Quang commune made efforts to complete and was recognized as a commune meeting advanced new rural standards, 1 year earlier than planned.

The socio-economic infrastructure is basically invested in a synchronous and modern manner in an urban direction. 3/3 schools meet national standards; medical stations meet national standards for the period 2020-2025. Social security work is fully and promptly implemented; currently, there are no poor households in the commune.

Digital transformation work has been promoted, the rate of digitally signed documents remains high, administrative procedure records processed online in full and in part every year reach 99.7%, exceeding the assigned target.

3 key programs on agricultural infrastructure development and new rural construction; industrial development, small-scale industry and urban areas; strengthening innovation, building a clean and strong Party and political system in all aspects; and 2 breakthroughs in concentrating investment resources to develop socio-economic infrastructure, build new rural models associated with urbanization, environmental protection; reform administrative procedures in the direction of simplicity - transparency - efficiency and friendliness, are implemented comprehensively and effectively.

The leadership capacity and fighting strength of grassroots party organizations have been improved. The effectiveness and efficiency of government management and administration have changed positively. The ward party committee has been continuously ranked as having excellently fulfilled its tasks for many years. The content and methods of operation of the Fatherland Front and mass organizations have been gradually innovated in a practical and effective direction. The vanguard and exemplary role of cadres and party members has become increasingly evident.

In the 2025-2030 term, with the leadership and direction of the City Party Committee, People's Council, and People's Committee, the Party Committee, the government, and the people of Dong Quang commune will continue to promote the tradition of solidarity, uphold the spirit of self-reliance and self-improvement, and strive to effectively implement 39 key targets, including 35 targets assigned by the city and 4 targets proposed by the commune. At the same time, well implement 6 key tasks and breakthroughs in digital transformation, striving to make Dong Quang the leading commune-level unit in the province in digital transformation by 2030.

At the congress, delegates voted to elect the Executive Committee of the Dong Quang Commune Party Committee for the 20th term, 2025-2030, consisting of 15 comrades; and elected a delegation to attend the 22nd Thanh Hoa City Party Congress for the 2025-2030 term.
