Mobile public service vehicles - a breakthrough in administrative procedure settlement

Since October 2025, 4 mobile public service vehicles of the Hanoi Public Administration Service Center have been deployed to communes far from the center, supporting people to complete procedures right at the locality. This is an initiative that contributes to shortening the distance between the government and the people, spreading the spirit of dedicated service, promoting digital transformation from the grassroots towards building a modern, friendly capital, serving the people.

Bringing public services closer to the people

On October 17, a mobile public service vehicle arrived at the Cultural House of Huynh Cung village, Dai Thanh commune to support people and businesses in carrying out administrative procedures under the authority of the People's Committee of Dai Thanh commune; Hanoi Land Registration Office, Thanh Tri Branch and administrative procedures received regardless of administrative boundaries of the Hanoi City Public Administration Service Center - Branch No. 11 including: Hanoi Land Registration Office, departments: Home Affairs, Health, Justice, Tourism, Culture and Sports, Education and Training.

Many people came to carry out administrative procedures on a mobile public service vehicle in Dy village, Ba Vi commune.

According to Deputy Chief of the Office of the People's Council and People's Committee of Dai Thanh Commune, Nghiem Thi Phuong Chi, the mobile public service vehicle to the grassroots level received 76 citizens, received 42 documents and transferred them to specialized agencies for settlement according to the process. To create the best conditions for the city's breakthrough model, the commune proactively arranged a suitable location for mobile activities, ensuring a spacious, safe and convenient space for people to come and do transactions.

The commune also assigned on-site support personnel including the Deputy Chief of the Office of the People's Council and People's Committee, office staff, specialists at public administrative service points, commune police and youth union members to participate in guiding, regulating and supporting people in carrying out procedures. Previously, Dai Thanh commune increased propaganda and widely announced on the loudspeaker system, electronic information page, Zalo community groups of villages; at the same time, integrated at conferences, publicly posted at headquarters so that people could grasp the time and prepare all documents.

Doi Dung village is considered one of the farthest villages of My Duc Commune People's Committee, where many Muong ethnic people live. People from the village want to go to the center of My Duc Commune People's Committee to travel a distance of more than 40km. When deploying the mobile public service vehicle, many people came to the area of ​​Doi Dung Village Cultural House to experience the public service vehicle model.

In addition to helping with administrative procedures, free legal advice services are also deployed right at the service point, contributing to raising legal awareness for rural people. In Minh Chau commune, people are very interested in procedures related to household registration and land. The mobile vehicle coming to the commune helps people not have to travel far, while the procedures are resolved quickly and conveniently.

New breakthrough

Since October 2025, the Hanoi City Public Administration Service Center has organized 4 mobile public service vehicles to the following locations: Doi Dung Village, My Duc Commune (October 13); Huynh Cung Village, Dai Thanh Commune (October 17); Minh Chau Commune (October 25); Dy Village, Ba Vi Commune (November 1). This is a breakthrough in bringing public administrative services to the grassroots level, helping people, especially in areas far from the center.

Speaking with CAND Newspaper reporters, Ms. Hoang Hien Hanh, Deputy Head of the Department in charge of the Department of Restructuring and Organizing the One-Stop Department, Hanoi City Public Administration Service Center, said that the mobile public service vehicle is fully equipped with equipment (computers, printers, scanners, digital signature devices, high-speed internet connection, etc.) to serve administrative procedures.

Thereby, people and businesses are not only supported in performing administrative procedures, but also guided in: Logging in, declaring, submitting documents online on the National Public Service Portal; digitizing documents; paying fees and charges online; digital signature and electronic identification (VNeID); looking up and tracking document processing results; making appointments to receive results at home via public postal services...

The advantage of carrying out procedures on these buses is that it shortens the average time by 30% to 40% compared to people going to fixed points themselves, thanks to guidance, digitization and on-site reception. The officers assigned to serve the people on mobile public service buses must all be excellent officers.

Before organizing the trips, the center's staff conducts a survey on the administrative procedure needs of local people to arrange specialized resources in that field, such as Minh Chau commune, the majority of people's administrative procedure needs are related to household registration, Ba Vi commune is related to land. After 4 mobile trips, the total number of files received and processed is 266 files, mainly in the fields of land, justice, household registration files, land use right certificates, etc.

Through the survey, the satisfaction rate of people reached over 95% with many positive responses thanks to the convenience, proximity, reduced travel time and enthusiastic support. For example, in Ba Vi commune, in just one morning, more than 200 people came to carry out procedures. Notably, 100% of the received files were land files. The majority of received files were transferred to the competent authorities for processing. "Ba Vi people are quite satisfied and ask us 'when will you come back'", Ms. Hoang Hien Hanh excitedly shared.

According to Ms. Hoang Hien Hanh, the mobile public service vehicle model shows friendliness, flexibility, builds trust, helps people easily access administrative procedures, and increases interaction between the government and the people. The implementation of the mobile public service model to receive administrative procedures shows flexibility, closeness and convenience for the people, and is highly appreciated by the local government and people in the area.

This is the first time people can carry out administrative procedures right at their place of residence, without having to travel far, overcoming the difficulty in traveling to do administrative procedures, and at the same time, they are guided, consulted enthusiastically by a team of officials and civil servants, and supported to remove long-standing difficulties in the process of preparing and submitting documents.

Initial results show that the model has created favorable conditions for receiving and handling administrative procedures for local people, contributing to improving service quality, promoting digital transformation at the grassroots level and bringing the government closer to the people, receiving high attention from public opinion. The mobile public service vehicle model contributes to reducing the burden on the administrative reception points of communes/wards, promoting digital transformation at the grassroots level, and expanding access to public services for areas far from the center.

In the coming time, the Hanoi City Public Administration Service Center will continue to deploy mobile public service vehicles to communes in Hanoi to serve people effectively, bringing public services closer to the people.
