Consider stopping the project of Quang Ninh General Hospital, Facility 2

Quang Ninh is considering stopping investment in the Quang Ninh General Hospital project (facility 2) due to difficulties in site clearance, and focusing on renovating and upgrading the hospital at its current location.

Quang Ninh province is considering stopping the investment policy of the Quang Ninh General Hospital project (facility 2) in Ha Long city to focus on renovating, upgrading and expanding the hospital at its existing location.

At the end of 2023, the policy of building the second facility of Quang Ninh Provincial General Hospital was approved by the Provincial People's Council in Resolution No. 180/NQ-HDND. Accordingly, the new hospital will have a scale of 1,000 beds, 48 ​​departments and rooms, built on a land area of ​​about 10 hectares (of the Nam Cau Trang Coal Processing Plant, belonging to the Vietnam National Coal-Mineral Industries Group, which has been relocated).

This is a modern, synchronous complex of buildings, including examination, outpatient and inpatient treatment, technical, administrative and general services, and auxiliary infrastructure. The project has a total estimated investment of nearly 4,200 billion VND from the provincial budget, to be implemented from 2024-2028.

The project aims to realize the orientation of building a regional-scale, high-tech hospital, a model of a park hospital, a green hospital, a smart, synchronous, modern hospital, making Quang Ninh a high-tech medical service center of the country, contributing to promoting health care tourism, increasing the capacity of medical examination and treatment for people and serving the long-term development needs of the province.

The suspension of the investment policy to build the second facility of the Provincial General Hospital stems from difficulties in site clearance. The entire site for the project belongs to the Nam Cau Trang Coal Preparation Plant (Hon Gai Coal Preparation Company, under the Vietnam National Coal-Mineral Industries Group).

Quang Ninh province assigned Ha Long city to carry out the site clearance work for the construction of technical infrastructure. Although the Provincial People's Committee has worked with and sent a document requesting the Coal industry to determine the cost and develop a compensation plan, so far no consensus has been reached.

The machinery and workshops at this factory have not been relocated, resulting in Ha Long city being unable to complete site clearance, which means it is impossible to determine when to start construction of technical infrastructure.

This inadequacy has made it impossible to determine the time to complete the investment in the construction of technical infrastructure at the second facility of the Hospital, leading to the failure of the Provincial General Hospital project (second facility) to be implemented on schedule. Investment under these conditions will not be feasible, not only posing the risk of "suspended projects" but also causing waste of resources.

The Standing Committee of the Party Committee of the People's Committee of Quang Ninh province has proposed that the Provincial Party Executive Committee consider stopping the investment policy for the second facility of the Hospital; at the same time, assign the Provincial People's Committee and relevant departments and branches to urgently study and propose investment plans to upgrade, renovate and expand the Provincial General Hospital at its current location, ensuring progress and quality to serve the people's increasing demand for medical examination and treatment.

This solution is both practical and ensures the principle of inheriting and maximizing the value of public assets, making the most of facilities, and not interrupting the hospital's professional activities during the transition period.

Quang Ninh General Hospital in Bach Dang Ward, Ha Long City, which has been in use since 2002, has exceeded its design standards by nearly double: from 673 beds to 1,320 beds. The number of inpatients regularly exceeds the average capacity by 20-30%, putting considerable pressure on medical facilities and human resources.

According to the review, the Provincial General Hospital still has room for expansion if it is re-planned scientifically and effectively. The area surrounding the Hospital currently has many degraded lands and medical facilities that are no longer used for their proper functions or are used ineffectively, such as: the old Provincial Center for Disease Control; the Provincial Health Protection Board; the old HIV Testing and Counseling Center. All of these lands are medical land, adjacent to the Hospital campus, eligible for expansion planning and have been approved in the city's general plans.

Thus, the consideration of stopping the investment policy of the project to build the Provincial General Hospital (facility 2) to focus on renovating, upgrading and expanding the hospital at the existing location is assessed by Quang Ninh province as being in line with the policy of saving, fighting waste and practicing effective public investment./.
