On August 15, the Ministry of Education and Training issued Document No. 4798/BGDĐT-NGCBQLGD to the People's Committees of provinces/cities under the Central Government on resolving a number of difficulties and problems of localities in the field of education and training when implementing two-level local government.
According to the Ministry of Education and Training, while waiting for the Government to issue a Decree replacing Decree No. 62/2020/ND-CP dated June 1, 2020 on job positions and civil servant payrolls, the Ministry of Education and Training requests that the Provincial People's Committees, within their assigned scope and authority, proactively direct and guide localities, depending on actual conditions, to consider and implement one or several solutions to remove difficulties and obstacles.
In which, the Provincial People's Committee shall consider and reasonably allocate the civil servant staff at the provincial and communal levels to ensure sufficient quantity and quality; direct the Commune People's Committee to review the team of commune-level civil servants currently working at the Department of Culture and Social Affairs to ensure the right people are assigned to meet the standards according to the instructions;
At the same time, there are appropriate solutions to mobilize civil servants who have previously worked at the Department of Education and Training or receive and second educational managers and teachers at all levels with appropriate expertise and experience to arrange them into positions in charge of education and training at the commune level if they meet the prescribed conditions.
The Ministry of Education and Training recommends that the Provincial People's Committee consider and establish, under its authority, a Commune-level Education Advisory Council; and teams/groups of key educational institution management staff to advise and support the implementation of educational and training activities at the commune level.
According to the Ministry of Education and Training, the members of the Council and the above group are educational managers, teachers who are working or retired; the specific methods of operation are proactively guided by the locality according to actual conditions, ensuring that there are no arising issues regarding administrative units or organizations, only professional departments that operate concurrently for a certain period of time, appropriately.
The Ministry of Education and Training also requested the Provincial People's Committee to consider and assign the Department of Education and Training to preside over and coordinate with relevant departments and branches to proactively grasp difficulties and problems in the field of education and training when implementing two-level government, promptly have solutions to remove them or report to competent authorities for removal.
At the same time, organize training and fostering for the team of commune-level civil servants in charge of education and training to ensure that there are no gaps in management content, no overlapping management content, and clear management content and management methods; innovate educational management methods from administrative management to creation, promote digital transformation and equip the team of commune-level civil servants with information technology skills, apply artificial intelligence in solving work...
