On November 25, at the National Assembly House, Party Central Committee member and Vice Chairman of the National Assembly Nguyen Khac Dinh attended the 19th plenary session of the Law Committee.
Presenting the Government's proposal on the establishment of Viet Yen town and wards of Viet Yen town, Bac Giang province, Deputy Minister of Home Affairs Nguyen Duy Thang stated that it is expected to establish Viet Yen town in Bac Giang province on the basis of the original status of 171.01 km2 of natural area and population of 229,162 people of Viet Yen district.
Establish 9 wards (Bich Dong, Nenh, Tang Tien, Hong Thai, Quang Minh, Ninh Son, Van Trung, Quang Chau, Tu Lan) on the basis of the original natural area and population size of 2 towns (Bich Dong, Nenh) and 7 communes (Tang Tien, Hong Thai, Quang Minh, Ninh Son, Van Trung, Quang Chau, Tu Lan) of Viet Yen district.
From the location, potential, advantages, socio -economic development and urbanization of Viet Yen district, it is necessary to build a project to establish Viet Yen town on the basis of the entire natural area and population size of Viet Yen district.
This meets the requirements of economic management, construction planning, architecture, population management, prevention of social evils, ensuring public order, landscape, environmental protection, and meeting the aspirations of local authorities and people.
The majority of opinions of the Law Committee agreed with the Government's submission and said that the project to establish Viet Yen town and wards of Viet Yen town, Bac Giang province is consistent with the planning, meets the requirements of organizing state administrative management in the urbanized area, creating conditions to promote the potential and strengths of the locality.
However, delegates also noted that the number of households in 2023 (the time of collecting voters' opinions on the Project) in 16/17 commune-level administrative units of Viet Yen district increased compared to 2022, especially Nenh town increased to 1,444 households (up 29.2%).
Therefore, some members of the Law Committee requested the Government and Bac Giang provincial authorities to report and clarify the accuracy of this data to ensure the calculation of the number of poor households and the number of households receiving ballots to collect voters' opinions on the project, ensuring accuracy.
Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh assessed that the Government's proposal on the establishment of Viet Yen town had been carefully, thoughtfully and fully prepared, and had a progressive point in that in addition to the submitted documents, a draft implementation plan was also included.
The Vice Chairman of the National Assembly also noted that the last months of 2023 and 2024 are the time to urgently reorganize administrative units at the district and commune levels with a scope of 58 provinces, 34 districts, and 1,068 communes and need to continue reviewing.
The amount of work is huge, so it requires a suitable and flexible way of implementing and deploying work to meet the requirements.
Regarding the Government's submissions on the draft Law on Chemicals (amended), the Law on Value Added Tax (amended) and the Law on Prevention and Combat of Human Trafficking (amended), the majority of opinions agreed to submit them to the National Assembly Standing Committee for consideration and addition to the 2024 Law and Ordinance Development Program.
In particular, the draft Law on Value Added Tax (amended) and the draft Law on Prevention and Combat of Human Trafficking (amended) are expected to be submitted to the National Assembly for comments at the 7th Session and approved at the 8th Session. The draft Law on Chemicals (amended) is proposed to be submitted to the National Assembly for comments at the 8th Session and approved at the 9th Session.
