Looking back over the past years, the implementation of major policies of the Party and State on eliminating temporary and dilapidated houses for the poor and meritorious people has always been carried out by our province with a proactive and determined spirit.
Notably, in 2010, Ninh Binh province completed the elimination of dilapidated thatched houses for policy beneficiaries and poor households according to Project 02 and Project 06 of the Provincial People's Council; in the period of 2015-2020, over 3,000 households with revolutionary contributions and poor households received housing support according to Decision 22 and Decision 33 of the Prime Minister.
Ninh Binh province is assessed by the Central Government as one of the top localities in the country in providing housing support for poor households and policy households with housing difficulties. In line with the major policies of the Party and State, even in difficult periods, our province has always been proactive, taking advantage of integrating with the local budget and other mobilized resources, issuing specific policies and projects suitable for the locality, contributing to the effective implementation of poverty reduction work, including housing support for policy households.
Most recently, a typical policy that has a strong impact on the housing issue of poor households is Resolution No. 43, dated March 10, 2023 of the Provincial People's Council, regulating policies to support the construction and repair of houses for poor households in the province for the period 2023-2025. In particular, the Provincial People's Council also passed a Resolution amending and supplementing Resolution No. 43 promulgating regulations on policies to support the construction and repair of houses for poor households in the province for the period 2023-2025, with the focus on expanding the beneficiaries of the policy to include meritorious people and near-poor households.
This humane policy opens up hope, helping people with housing difficulties have more opportunities to realize their aspirations for a stable home. However, in the process of implementing the policy, it is shown that there are still objective difficulties that need to be resolved.
There have been poor and near-poor people who missed the opportunity to benefit from the policy because they did not meet the requirements for legal housing, counterpart funds, etc. Therefore, in order for the policy to reach the beneficiaries soon, the difficulties arising during the implementation process need to be resolved appropriately and promptly. To do so, the sharing, support and assistance with housing land, and additional financial support from relatives, clans and communities need to continue to be aroused and promoted.
The program to eliminate temporary and dilapidated houses is not just a simple campaign of “breaking down the old and making new”, but it is also a journey to build trust, foster motivation and light up the faith of the disadvantaged. All love, sharing and support should be materialized through practical actions. Bricks, working days, enough land to build a house… will be the strength to create a brighter future for the poor who have difficulty with housing.
