The province currently has more than 60 urban area projects and housing development projects approved by competent authorities, investing in the synchronous construction of technical infrastructure and social infrastructure with many outstanding utilities, meeting the maximum needs of residents such as apartment buildings, entertainment areas, green parks, gyms, medical services, education, etc.

To strengthen State management in this field, the Provincial People's Committee has established an interdisciplinary working group to review urban construction investment projects and housing development projects, promptly removing difficulties and obstacles.
At the same time, direct specialized agencies to improve the quality of appraisal and planning of urban areas and housing development projects to meet current technical standards and laws.
Actively work with investors in urban areas and housing development projects to inspect and supervise investment in the construction of technical infrastructure systems, social infrastructure, etc., promptly detect, correct and strictly handle violations.

Recently, Prime Minister Pham Minh Chinh and his delegation had a working session with the Provincial Party Committee Standing Committee on the socio-economic development situation in the locality.
Within the framework of the program, the Prime Minister surveyed the area where the Vinh Phuc Ecological Complex Urban Area is planned to be built, invested by Vinhomes Joint Stock Company (Vingroup). The project has a planned area of about 2,500 hectares, spanning the two districts of Yen Lac, Binh Xuyen and Vinh Yen city; the total investment is about 77 trillion VND.
In Notice No. 149 of the Government Office on the conclusion of Prime Minister Pham Minh Chinh at the working session with the Standing Committee of Vinh Phuc Provincial Party Committee, Deputy Prime Minister Tran Hong Ha was assigned to direct the Ministry of Finance to urgently appraise the investment policy of the Vinh Phuc Ecological Complex Urban Area project in accordance with the law.
At the same time, the province, investors and related units are required to ensure compliance with the principles of "three yeses" and "two noes" during project implementation to promote project effectiveness after investment.
To concretize the direction of Prime Minister Pham Minh Chinh and legal documents related to this field, the province continues to orient the development of housing and urban areas in a long-term direction through research and analysis of supply and demand of the real estate market, economic policies and social security, in accordance with the spatial development planning of the province.
At the same time, focus on removing obstacles, building support mechanisms for investors in compensation, site clearance, land recovery, and speeding up the implementation of legal procedures for projects.
Promote the application of information technology in the management and development of housing and urban services, and apply new construction materials in the design and construction of these projects, contributing to energy saving and sustainable development.
Research, develop, complete, and advise the Provincial People's Committee to issue additional mechanisms and policies on credit, taxes, investment procedures, etc. to encourage investors to develop complex urban areas and housing development projects in the province, increasingly meeting the living needs of residents, while contributing to creating an increasingly civilized, modern, and sustainable urban appearance of Vinh Phuc.
