New driving force for rural industrial development

Rural industrial establishments are organizations and individuals directly investing in and producing industry and handicrafts in the province, including small and medium enterprises, cooperatives, cooperative groups, and business households established and operating in accordance with the provisions of law.

This is also an important part of the private economic sector and plays an essential role in creating jobs, increasing income for workers, and helping to mobilize resources for investment in socio-economic development in the area.

Therefore, in each period, the Provincial People's Council and People's Committee issued resolutions and decisions to effectively implement industrial promotion programs such as Resolution No. 31/2010 of the Provincial People's Council on the Industrial Promotion Program for the period 2011-2015; Decision No. 04/2015 of the Provincial People's Committee on the regulations on management and use of provincial industrial promotion funds; Decision No. 14/2016 approving the Provincial Industrial Promotion Program for the period 2016-2020; Decision 2372 approving the Provincial Industrial Promotion Program for the period 2021-2025...

As a result, in the period of 2014 - 2020, the province has organized and implemented local industrial promotion activities with a total implementation cost of more than 27 billion VND from the budget.

In 2024, the province appraised 50 projects to support the construction of technical demonstration models; technology transfer and application of advanced machinery and equipment, scientific and technical advances in industrial and handicraft production, and construction of pilot demonstration models on the application of clean production.

Of which, 32 projects that met the regulations were allocated nearly 5 billion VND in support. Appraisal and allocation of funding support for 6 projects on marketing investment; production management - finance - accounting - human resources with a budget of 180 million VND. At the same time, support was provided to improve management capacity, develop typical rural industrial products...

Thanks to that, rural industrial establishments have more capital, boldly invest in equipment and machinery to expand production scale, increase competitiveness in domestic and foreign markets, especially create more jobs and income for many rural workers.

In 2024, 4 product sets of Hai Au Construction and Production Co., Ltd., Ion One Vietnam Water Joint Stock Company, Tam Dao Bee Joint Stock Company and 2 products of Minh Anh High-Tech Development Co., Ltd., Tam Dao Mushroom Cooperative were recognized as typical national rural industrial products.

As one of the enterprises supported to invest in modern equipment and machinery from the 2024 industrial promotion program, Mr. Le Xuan Truong, Director of Song Hong Plastic One Member Co., Ltd., Cao Dai Commune (Vinh Tuong) said: With the support of all levels, sectors, localities, especially the capital from the industrial promotion program, my family has invested in a new CNC processing center with a capacity of 14kw and a GS-03-F multi-head milling cutter with a capacity of 30kw.

These are two modern machine lines that not only help shorten working time, reduce the number of manual laborers at the facility but also increase productivity, create more beautiful products with high aesthetics to meet the needs of customers, suitable for market demand.

In particular, the CNC processing center is equipped with a separate dust extraction system to help reduce wood dust released into the environment, protecting the health of workers. Thanks to that, the production output at the facility has increased to 1.5 million products/month. Currently, the company is maintaining regular jobs for 30 workers and 10 seasonal workers in the locality, with an estimated revenue of 5 - 6 billion VND/year.

Promoting the achieved results and creating new momentum for rural industry, the province continues to promote propaganda, support and encourage rural industrial establishments to actively invest in modern machinery and equipment, apply science and technology to expand production scale, increase product quantity and improve competitiveness in the market.

In 2025, the province will focus on supporting the improvement of management capacity, consulting activities, training, seminars and conferences; supporting the construction of technical demonstration models, technology transfer, application of advanced machinery, scientific and technical advances and development of typical rural industrial products through organizing the selection of typical rural industrial products; participating in domestic and foreign fairs and exhibitions with a budget of more than 2.3 billion VND (provincial budget source in 2025).
