According to current regulations, covering a car's license plate to avoid being fined is a violation of traffic laws and will be severely punished. Pursuant to Clause 6 and Clause 9, Article 16 of Decree 100/2019/ND-CP (amended by Decree 123/2021/ND-CP), drivers of cars, including trailers and semi-trailers, who violate regulations on vehicle conditions will be subject to a fine of VND 4,000,000 to VND 6,000,000.

Violations may include:
- Attaching a license plate that does not match the registration or a license plate that is not issued by a competent authority.
- Using vehicle registration papers or inspection stamps that are erased, incorrect or not issued by a competent authority.
- Driving a vehicle without a technical safety inspection certificate or one that has expired for one month or more.
- Vehicles do not have enough license plates or the license plates are covered, bent, or damaged; the license plates are unclear or have been painted or pasted to change the letters, numbers, or color of the license plate.
In addition to being fined, violators must also take remedial measures, including installing or replacing technical safety equipment in accordance with regulations. If necessary, violators must restore the vehicle to its original technical features.
Penalty for not attaching license plate to car
For the act of not attaching a license plate to a car, according to the provisions of Point b, Clause 4 and Point a, Clause 8, Article 16 of Decree 100/2019/ND-CP (amended by Decree 123/2021/ND-CP), violators will be fined from VND 2,000,000 to VND 3,000,000.
The act of not having a license plate (for vehicles that are required to have a license plate according to regulations) is not only subject to a fine but also subject to additional penalties, including the suspension of the driver's license from 1 month to 3 months. This is to ensure the strictness of traffic laws and safety for the community.
Thus, all violations related to the installation of car license plates are strictly punished, in order to maintain order and safety when participating in traffic on the road.
