On October 30, Mr. Nguyen Hong Lai, Secretary of the Party Committee of Tra Tan Commune, Da Nang City, said that the commune's functional forces coordinated with other forces to carry 3 seriously injured victims, over 20km in flood and landslides, to the Bac Tra My Regional Medical Center for emergency treatment.

Previously, on the afternoon of October 29, Tra Tan Commune Health Station (facility 2, old Tra Giac commune) received 5 victims buried by landslides, including 3 victims with severe traumatic brain injuries and poor prognosis.

The victims include Nguyen Thi Kim Hue (born in 1979), Nguyen Tuan Ty (born in 2015) and Nguyen The Dien (born in 1992, residing in Tra Giac commune).

After consulting with the Forward Command of Military Region 5 and the Commune Civil Defense Command, the two sides agreed on a plan to move the 3 victims by carrying them by road through landslides on Highway 40B to the emergency room.

An unexpected situation was that the Commune Health Station 2 only had large oxygen tanks and no portable oxygen tanks, which were difficult to move. The Commune Civil Defense Command requested the Bac Tra My Regional Health Center to support portable oxygen tanks.

It was not until 8:30 p.m. that the medical center's ambulance arrived with an oxygen tank. To implement the plan, Tra Tan Commune decided to send an advance team consisting of 8 commune police officers, militia, medical staff and the commune's Youth Union to carry oxygen tanks and survey the entire route from the Tra Tan Commune People's Committee headquarters to the commune health station.

The advance team set off at 9:05 p.m. amid anxiety and tension among the entire force participating in the mission.

At 10:30 p.m., the advance team arrived at the second commune health center to provide oxygen to two patients requiring oxygen; at the same time, they discussed plans with the task force in the villages of the old Tra Giac commune.

According to the leader of Tra Tan commune, the biggest difficulty during the process is that the area is experiencing power outages, phone and wifi signals are unstable, making communication almost impossible.

After discussing and agreeing, the advance team, along with more than 20 officers and soldiers of the commune police, grassroots security forces, and commune militia who were on duty in the villages of the old Tra Giac, formed the first transport team.

At 10:50 p.m., the first group departed from Medical Station 2 with 3 hammocks carrying 3 seriously injured victims towards North Tra My.

During the trip, the group passed more than 10 serious landslides, with mud up to their knees. There were many sections where they had to move close to the edge of a deep abyss in heavy rain, with rocks and soil from the positive slopes that could fall down at any time.

After receiving the signal from the first group, the second group departed from the People's Committee of Tra Tan commune with more than 30 police officers, officials and militia forces of the commune, passing through 3 points of heavy landslides and buried roads. At 0:45 on October 30, the two groups met.

Then the two groups moved together to take the victim in the direction of Tra My to the gathering point at the Song Tranh 2 hydropower plant area to get on the ambulance with medical staff from the Bac Tra My Regional Medical Center waiting. This time was about 1:15 a.m. on October 30.

According to the leader of Tra Tan commune, the total distance traveled by the task force was more than 20 km in the dark, heavy rain, and the risk of landslides was always lurking.

“Despite extremely harsh and dangerous conditions, with a spirit of determination, solidarity, and never giving up hope of rescuing people, even the faintest, the civil defense force of Tra Tan commune completed the mission at 1:30 a.m. and ensured absolute safety for the victims and the task force,” said the Secretary of the Tra Tan commune Party Committee.
