Earlier on Monday, the German NGO Sea-Watch International located the ship carrying 400 refugees along with two merchant ships in Malta’s Search and Rescue (SAR) zone. The Alarm Phone rescue service said the ship had set sail from Tobruk in Libya before it ran into trouble.

When discovered, the ship was out of fuel, the lower deck was flooded, the captain had left and no one was steering the ship. Those on board were in a state of panic, some requiring medical attention.
The Italian coast guard's remaining rescue operation was to help a fishing boat carrying 800 people more than 120 miles southeast of the coastal city of Siracusa, Sicily.
Rescuers said the operation was complicated by the large number of people on board. A coast guard spokesman said it would take several hours to complete the two operations because of the difficult conditions and the distance from the shore of the refugee boats.
Migrant accidents are becoming more frequent as the number of boats carrying refugees from North Africa across the Mediterranean increases. A few days ago, the force also rescued about 2,000 refugees.
