Comrade Tran Viet Quy: In 2025, Yen Binh district was assigned by the province to collect 360 billion VND in local budget, of which 260 billion VND was balanced revenue and 100 billion VND was land revenue. As of May 9, the total state budget revenue in the district reached 144.1 billion VND, equal to 40% of the estimate assigned by the province, up 30% over the same period.
Of which, the balance revenue reached 107.4 billion VND, equal to 41% of the provincial estimate, equal to 34% of the province's revenue scenario, up 20% over the same period. Revenue from land use fees reached 36.7 billion VND, equal to 37% of the provincial estimate, equal to 20% of the province's revenue scenario, up 85% over the same period. Some revenue sources achieved high growth compared to the same period such as: Non-state revenue increased by 17%, registration fee revenue increased by 38%, foreign investment joint venture revenue increased by 36%, fee revenue increased by 18%, land use fee revenue increased by 85%.
To achieve this result, Yen Binh district has synchronously deployed many solutions such as: building a collection scenario right from the beginning of the year close to reality, assigning specific tasks to each agency and unit; speeding up the progress of site clearance and land use rights auction; strengthening propaganda and supporting taxpayers to use electronic invoices and apply information technology in tax declaration and payment; at the same time, regularly reviewing and evaluating specific revenue sources to promptly propose effective management solutions.
With the results achieved in the first 4 months of the year, Yen Binh district is continuing to make efforts to implement solutions to complete and strive to exceed the State budget revenue estimate for 2025 assigned by the Provincial People's Committee.
Reporter: Due to the impact of the economy and market factors, many businesses and production establishments are facing difficulties, how has this affected the district's revenue? How has the district implemented support solutions for these units?
Comrade Tran Viet Quy: In the context of many businesses and production and business establishments facing difficulties due to the impact of the economy and market, the impact of the Government 's taxpayer support policies such as: Resolution No. 174/2024/QH15 stipulating a 2% reduction in VAT for the first 6 months of 2025; 30% reduction in land rent in 2024, the Government issued Decree 87/2025/ND-CP dated April 11, 2025 stipulating the reduction in land rent in 2024; Decree No. 82/2025/ND-CP dated April 2, 2025, the Government stipulates the extension of the deadline for payment of VAT, CIT, PIT and land rent in 2025; These policies have a significant impact on the collection of the State budget in the area and affect the collection progress in each month and quarter.
However, Yen Binh district has synchronously implemented support solutions such as: Directing the People's Committees of communes and towns to strengthen close coordination with the Tax Department in reviewing, extending tax payment deadlines, and exempting and reducing taxes in accordance with regulations; supporting access to preferential loans, reducing interest rates; simplifying administrative procedures, creating favorable conditions for production premises and investment licensing. In addition, district leaders always proactively organize meetings and dialogues with businesses to promptly grasp and remove difficulties and obstacles, promote production and business recovery, contribute to stabilizing employment, maintaining budget revenue and promoting local economic development.

Reporter: What are the results of the district's land budget revenue this year so far? What are the difficulties and problems that need to be overcome? What solutions has Yen Binh district taken to increase this revenue?
Comrade Tran Viet Quy: Regarding the results of land budget collection in the first 4 months of 2025, as of April 30, the total land allocation revenue reached 34.3 billion VND, equal to 34% of the provincial estimate; equal to 18.5% of the provincial collection scenario; equal to 14% of the district's plan; equal to 353.6% over the same period. Of which, revenue from land use rights auctions: 18.2 billion VND, equal to 12.5% of the provincial plan; equal to 8.9% of the district's plan; equal to 325% over the same period. Revenue from land use right conversion and legalization: 15.8 billion VND, reaching 39.5% of the district's plan; equal to 385.4% over the same period.
Regarding the district's expected revenue plan for the second quarter of 2025, the district expects to collect 107.4 billion VND from land allocation fees. Of which, the revenue from auctions is 93.9 billion; the revenue from land use purpose conversion is 13.5 billion. In the first 6 months of 2025, the total expected revenue from land allocation fees is 141.7 billion VND, equal to 142% of the provincial estimate, 58% of the district estimate, and 77% of the provincial scenario.
However, the implementation of land budget collection in the district also encountered difficulties and obstacles due to the sluggish real estate market, some land funds from 2022-2024 have not been sold with a total amount of 44.9 billion VND. Because people have not really supported the policy of land recovery to develop land funds, the clearance of land funds still encountered many difficulties and obstacles, so the time was prolonged, leading to the collection progress at some land funds being slower than planned.
PV: What are the solutions to promote the implementation of the district's budget collection task in the coming time?
Comrade Tran Viet Quy: To promote the implementation of budget collection tasks in the coming time, Yen Binh district focuses on implementing a number of key solutions as follows:
Firstly, resolutely direct the work of collecting the State budget from the beginning of the year, assign specific collection targets to each unit and each locality; strengthen inspection, supervision, and periodic assessment of budget collection progress to promptly make appropriate adjustments.
Second, strengthen close coordination between the Tax Department with specialized departments and commune and town authorities in tax collection management; resolutely handle cases of tax evasion and long-term tax arrears, and prevent loss of State budget revenue.
Third, direct the Yen Bai - Yen Binh Inter-District Tax Team to strengthen and promote administrative procedure reform, apply information technology in tax collection and management; improve service quality, support taxpayers to access public services quickly and effectively.
Fourth, focus on effectively exploiting potential revenue sources, especially from land, resources, e-commerce and service activities; promote land use rights auctions, develop land funds to create stable and sustainable revenue sources.
Fifth, promote the dissemination of tax laws and policies. Raise awareness of self-fulfillment of financial obligations of people and businesses; promptly commend and replicate models and individuals who fulfill tax obligations well.
Sixth, regularly organize dialogue conferences, listen to opinions and recommendations of businesses, households and individuals doing business in order to promptly remove difficulties, create favorable conditions for production and business development, thereby increasing State budget revenue in a sustainable manner.
