According to document No. 6780/SNNMT-TLTNN, the Department sent to the Hydropower Companies of Da Nhim - Ham Thuan - Da Mi, Dai Ninh, Trung Nam, Dong Nai , Dong Nai 5 - TKV and the People's Committees of related localities, requesting the operation of reservoirs to increase drainage, creating flood prevention capacity in the face of complicated weather developments.

The latest hydrometeorological forecasts indicate that soil moisture in many areas of Lam Dong, Dak Lak , and Khanh Hoa has reached or exceeded the saturation threshold, with rain continuing to fall at a common amount of 5-15mm, with some places receiving over 40mm, posing a high risk of flash floods and landslides. The low pressure area off the coast of the Philippines is likely to strengthen into a tropical depression or storm No. 15, expected to move into the East Sea on November 26-27, increasing the risk of prolonged heavy rain.
Currently, the water volume in the Dong Nai River basin is still large, many lakes are full and no longer able to regulate further. The water flow to Don Duong Lake continues to be high, requiring timely discharge and regulation to ensure the safety of the project and minimize risks to the downstream area.
The Department of Agriculture and Environment requires the reservoirs to maintain and increase discharge with the following flow rates: Don Duong ≤ 400 m³/s; Dai Ninh ≤ 600 m³/s; Dong Nai 2 ≤ 700 m³/s; Dong Nai 3 ≤ 800 m³/s; Dong Nai 5 discharges approximately 10% more than the flow rate to the reservoir. Lowering the reservoir water level is to create more flood prevention capacity, proactively responding to flood situations in the coming days.
The Department also requested the People's Committees of Ninh Gia, Tan Hoi, Duc Trong, Bao Lam 4, Bao Lam 5, Cat Tien, Cat Tien 2, Da Teh, D'Ran, Ka Do, Quang Lap and Don Duong communes to urgently notify the discharge plan to the people downstream, ensuring the safety of life and property. Localities need to maintain strict on-duty and closely coordinate with the reservoir owners to promptly handle any arising situations.
The Department of Agriculture and Environment requires hydropower companies to promptly deploy and ensure the safety of projects and downstream areas in the face of complex weather developments.
