Require private schools to publicize tuition fees

The Departmentof Education and Training (DoET) of Ho Chi Minh City has just issued a document on organizing educational activities after being licensed for non-public schools in the area.

In order to support non-public schools in organizing educational activities in accordance with regulations after being licensed to operate education, the Department of Education and Training of Ho Chi Minh City requests investors and principals of the above-mentioned units to seriously and fully implement a number of contents.

Ho Chi Minh City requires public schools to publicly disclose tuition fees, image 1 — Over the years, private schools have brought many progressive educational models (illustrative photo - Document).

For foreign-invested kindergartens/general schools, after 2 years from the effective date of the decision to allow establishment, if the school is not allowed to operate educational activities, the decision to allow establishment will expire.

Regarding recruitment, use, management and implementation of policies for employees, it is necessary to ensure the organizational structure of private schools, including: school board; control board;

Principal and vice principal; emulation and reward council; disciplinary council; advisory council; Communist Party of Vietnam organization; Trade Union organization;

Ho Chi Minh Communist Youth Union; Ho Chi Minh Young Pioneers; professional groups; office groups; classes... (Article 6 of Circular No. 40/2021/TT-BGDDT);

Recruiting managers, teachers and staff to ensure that they meet quality standards, training levels and professional standards appropriate to each prescribed level of education, ensuring the implementation of educational programs and the organization of educational activities.

Signing labor contracts, guest lecturer contracts, resolving employee leave regimes according to the provisions of the Labor Code and the Law on Education; Implementing social insurance payment regimes; opening and closing books in accordance with the provisions of the Law on Social Insurance;

Organize educational activities at the correct address stated in the Decision permitting operation of the Director of the Department of Education and Training; hang a sign with the correct name stated in the Decision permitting establishment of the People's Committee of Ho Chi Minh City.

The educational program is implemented according to the provisions of Article 36 of Decree No. 86/2018/ND-CP and Article 6 of Circular 04/2020/TT-BGDDT. Ensure that teaching and learning are organized in accordance with the licensed program in the Decision on permission for educational activities issued by the Department of Education and Training.

In implementing the collection, management and use of tuition fees according to state regulations, schools must publicly disclose their financial performance, tuition fees and other revenues for each month (semester or school year) and forecasts for the following school years. At the same time, publicly disclose their commitment to educational quality, actual education, and conditions for ensuring educational quality.

Regarding the organization of boarding and semi-boarding, ensure that the area of boarding and semi-boarding areas meets the prescribed conditions.

The school kitchen must have a food safety and hygiene certificate (kitchen staff must have regular health check-ups and be trained in food safety); must have a food sample logbook with all 3 steps; sign a contract with a food supplier to process food.

In case meals are provided from outside, the school must sign a contract with a qualified supplier.

Similarly, for private general schools with many levels (including high school), it is necessary to organize educational activities in compliance with current regulations after being granted a Decision permitting educational activities by the Department of Education and Training.

After 02 years from the effective date of the decision to allow the establishment, if the high school is not allowed to operate, the Department of Education and Training shall report to the City People's Committee to decide to cancel the decision to allow the establishment of the school...
