Accordingly, the Ministry requires agencies and units to widely disseminate to all cadres, civil servants, public employees and workers in the health sector about strictly implementing public service discipline; absolutely not allowing group interests or external influences to influence the process of handling administrative procedures, appraisal, licensing or product announcement in the health sector.
In particular, local health departments need to coordinate with the Department of Science and Technology and related units to request scientists and managers not to advertise falsely or exaggerate the features of medical products without sufficient legal and scientific basis. Cases of false advertising will be held responsible before the law.

The Ministry of Health also proposed to increase surprise inspections and strictly handle acts of covering up and tolerating violations; civil servants and public employees who commit violations while performing their duties will be handled according to regulations.
The Ministry emphasized that the Chairmen of the People's Committees of provinces and cities will be fully responsible before the Prime Minister if there is a situation of production and trade of counterfeit and poor-quality goods in the medical field.
Along with that, localities need to continue to promote solutions to prevent smuggling, trade fraud, and intellectual property violations in the health sector, ensuring a transparent and strictly controlled market for goods serving people's health.
