
"Mainstream media reports indicate that some communes and wards have issued notices stating that if people do not submit their land ownership certificates and citizen identification cards on time, their rights will not be processed," said representative Ha Sy Dong.
Representative Ha Sy Dong found this information quite perplexing, because identity cards and land use right certificates are documents issued by the state to citizens and are already available in the state's system. Yet, people still have to go to each house to distribute information collection forms. If citizens comply, it's time-consuming and they worry about storing and using these very important personal documents. If they don't comply, they worry about being judged or facing difficulties when dealing with other matters.
Authorities explained that the reason people are required to submit photocopies of their land ownership certificates to clean up national land data is because many people use land without permission, changing its purpose, or transacting land and assets attached to the land using handwritten documents, without establishing inheritance rights, leading to some cases where the information and data are inaccurate and inconsistent.
"If that's the case, then we need to raise awareness so that those who fall under this category can provide information and guidance to complete the procedures correctly, instead of requiring all households to submit photocopies of their land ownership certificates and identity cards. The vast majority of people only own one house and only have one land ownership certificate, so creating such an additional procedure doesn't guarantee that it will clean up land data," Representative Ha Sy Dong stated.
Representative Ha Sy Dong also emphasized that cleaning up land data is essential, but the method, especially the way it's explained to the public, needs to be reviewed.
"The issues mentioned above are just some of the many shortcomings in real-life situations that are affecting people's lives, showing that both policies and their implementation have problems that need attention," said delegate Ha Sy Dong.
To encourage citizens to cooperate with the government in resolving issues such as cleaning up the aforementioned land data, it is absolutely unacceptable to send messages that people will face consequences if they do not comply immediately.
