Requiring people to provide copies of their identification documents goes against administrative reform.

Speaking before the National Assembly on the afternoon of October 29, delegate Ha Sy Dong (Quang Tri) was quite surprised about the story in the capital, that is, people were required to provide copies of land use right certificates and citizen identification cards. This goes against the policy of administrative reform.

"The official press reported that some communes and wards even issued notices stating that if people do not submit their red book and citizen identification card applications on time, their rights will not be resolved," said delegate Ha Sy Dong.

When Delegate Ha Sy Dong read this information, he found it quite confusing, because the identity card or land use right certificate are all state documents issued to the people, and are all available on the system of state agencies. Yet, someone still has to go to each house to hand out information collection forms. If people comply, it will not only waste time but also worry about storing and using these very important personal documents. If they do not comply, they will also worry about being judged or having difficulties when solving other problems.

Authorities explained that the reason why people need to submit photocopies of red books to clean up national land data is because many land users arbitrarily change the purpose, transact land and assets attached to land with handwritten documents, without establishing inheritance rights... leading to some cases of incorrect and inconsistent information and data.

“If so, it is necessary to propagate for those in this situation to provide information and guide them to complete the procedures according to regulations, instead of requiring all households to submit photocopies of red books and ID cards. The vast majority of people only have one house and only one red book, so creating such additional procedures does not guarantee that land data will be cleaned up,” said delegate Ha Sy Dong.

Delegate Ha Sy Dong also emphasized that cleaning up land data is very necessary, but the way of doing it, especially the way of explaining it to people, needs to be reviewed.

“The above issues are some of the many shortcomings in real life that are affecting people's lives, showing that both policy and implementation have issues that need attention,” said delegate Ha Sy Dong.

To let people accompany the government to solve problems, such as cleaning up land data mentioned above, it is absolutely necessary not to give out messages that if they do not comply immediately, this or that will happen.
