
From May 16, Decree No. 92/2025/ND-CP stipulating new policies on regimes for senior experts will take effect.
Decree No. 92/2025/ND-CP stipulates the regime and policies for senior experts; guides the use of senior experts who are foreigners and overseas Vietnamese in central Party and State agencies, including: Central Organization Committee; Central Propaganda and Education Committee; Central Internal Affairs Committee; Central Policy and Strategy Committee; Central Inspection Committee; Central Party Office; Office of the President; Government Office ; Office of the National Assembly.
According to Decree No. 92/2025/ND-CP, senior experts are cadres, civil servants, public employees or retired people, people working outside the political system who meet the standards and conditions to be appointed by competent authorities.
Regarding the regime, for senior experts who are civil servants and public employees holding leadership and management positions with a position allowance coefficient of 0.9 or less or not holding leadership and management positions, they are entitled to regimes and policies, including salary classification at level 1, salary coefficient 8.80 of the senior expert salary table issued with Decree 204/2004.
This group of subjects also enjoys benefits and policies related to public service activities equivalent to the title of Assistant to senior leaders of the Party and State.
In case of holding a leadership or management position with a position allowance coefficient from 1.0 to 1.25, the employee is entitled to enjoy the regime and policies, including salary classification at level 2, salary coefficient 9.40 of the Senior Expert Salary Table; and enjoy the regime and policies related to public service activities equivalent to the position of Deputy Minister.
In case of holding a leadership or management position with a position allowance coefficient of 1.30 or higher, they are entitled to enjoy the regime and policies, including salary classification at level 3, salary coefficient 10.0 of the senior expert salary scale; and are entitled to enjoy the regime and policies related to public service activities equivalent to the title of Minister.
In case the new salary coefficient is lower than the total old salary coefficient (including salary coefficient according to grade, level, title plus leadership position allowance and seniority allowance exceeding the framework, if any), the difference coefficient will be retained equal to the total old salary coefficient.
Also the salary policy that will take effect from June 15 is Circular 003/2025 guiding the implementation of labor management, wages, remuneration, and bonuses in state-owned enterprises issued by the Ministry of Home Affairs .
Circular 003/2025/TT-BNV clearly states the principles of labor management, wages, remuneration, and bonuses to be implemented according to the provisions of Article 3 of Decree No. 44/2025/ND-CP, in which the profit target to determine wages and profit margin is the profit before income tax for enterprises; labor productivity and the profit margin target on the enterprise's equity or the owner's capital contribution at the enterprise are determined according to the Appendix issued with the Circular.
Accordingly, the circular provides regulations on determining the salary fund. For enterprises with realized profits exceeding the planned profits, additional salaries can be added to the salary fund according to the principle that if the profit exceeds 1%, the salary fund can be increased by a maximum of 2%, but the additional salary cannot exceed 20% of the realized profits exceeding the planned profits and cannot exceed 2 months of average salary.
