From June 1, 2025, the Vietnam Social Security (VSS) will officially stop issuing paper health insurance cards to health insurance participants. Instead, people will use electronic health insurance cards through digital applications and chip-embedded citizen identification cards (CCCD) when going to medical facilities for examination and treatment.

A representative of Vietnam Social Security said that stopping the issuance of paper cards and switching to electronic health insurance cards is part of the roadmap for applying information technology and national digital transformation in the social security sector. This move not only helps the management agency modernize the data system, but also facilitates people, reduces cumbersome administrative procedures and increases transparency in health insurance examination and treatment.
According to the representative of Vietnam Social Security, people can use the electronic health insurance card in three ways. The first way is through the VssID application - Social Security number, where users can display the image of the health insurance card on their phone to present at medical facilities. The second way is to use the VNeID application, where the health insurance card information is integrated in the "Health Insurance Card" section. The third way is to use a chip-embedded ID card to scan the QR code, which has integrated the health insurance card data. These are three forms that have been connected to the data system of Vietnam Social Security, helping the information confirmation process to be quick and accurate.
The representative of Vietnam Social Security said that the use of electronic health insurance cards brings many practical benefits. People will save time in medical examination and treatment procedures thanks to the electronic process. They no longer need to carry paper health insurance cards like before, thereby avoiding the situation of forgetting or missing the card when going to the doctor. At the same time, this also helps to limit the situation of losing, tearing or damaging the card, which is a cause of inconvenience in the process of verifying medical examination and treatment benefits. In addition, using electronic health insurance cards also helps to increase security and minimize the risk of card forgery.
To access electronic health insurance forms, Vietnam Social Security said that people can easily install the VssID application from the App Store or CH Play, then register an account and use the health insurance card image directly on the application. With the VNeID application, after registering an account and authenticating at level 2, users will select the "Documents" section to integrate the health insurance card. The health insurance data will then be linked to personal information in the chip-embedded ID card, allowing synchronization across the system.
According to the new regulations, from June 1, the Social Insurance Agency will stop issuing paper health insurance cards, only issuing them in some special cases, that is, people who do not have a chip-embedded ID card and cannot install VNeID or VssID applications. However, in reality, the number of people in this category is currently very small, because the majority of people have been issued new ID cards and have access to basic digital services.
Vietnam Social Security recommends that people should proactively update and install related applications to promptly use electronic health insurance cards before June 1. The transition to electronic methods not only ensures the right to medical examination and treatment but also contributes to the modernization of public administration, in line with the national development orientation in the digital age.
