Practically respond to emulation movements

In recent times, all levels and sectors in the province have been proactive, creative, and made efforts to respond to and effectively implement key emulation movements launched by the Prime Minister and the Chairman of the Provincial People's Committee, thereby creating momentum to successfully carry out political tasks.

Responding to the emulation movements launched by the Prime Minister, the Provincial People's Committee has issued a plan to implement emulation movements in the province. On that basis, departments, branches, districts and cities have issued implementation plans in accordance with the practical situation; the emulation content is linked to the implementation of political tasks and professional tasks of each agency and unit; the organization and launching forms are diverse, attracting and gathering a large number of cadres, civil servants, public employees, soldiers, union members, association members and people from all walks of life to participate.

A typical example is the emulation movement "The whole country joins hands to build new rural areas (NTM)" which has brought about practical results, fundamentally changing the face of rural areas and people's lives in the province. In 2020, Nam Dinh was one of the first two provinces in the country to complete the task of building NTM and was honored to receive the Third Class Independence Medal from the President. In order for the movement to continue to achieve comprehensive results, the Provincial People's Committee issued a plan on building advanced and exemplary NTM for the period 2021-2025. The emulation movement "The whole country joins hands to build advanced and exemplary NTM" in the province continues to be promoted with advanced criteria associated with the model NTM "bright - green - clean - beautiful" for sustainable development. Many agencies, units and localities have promoted good practices and meaningful campaigns, contributing to the emulation movement, such as: The Provincial Fatherland Front Committee launched the campaign "All people unite to build new rural areas and civilized urban areas"; the Provincial Women's Union with the campaign "Building families with 5 no's and 3 clean's"; the Provincial Labor Federation launched the emulation movement "Good workers, creative workers"... Through the emulation movement, many models and typical examples have emerged in contributing to support the construction of rural roads and infrastructure; typical examples in economic development; sustainable production models. Up to now, the program of building new rural areas has continued to be upgraded with 3 districts and nearly 98% of communes meeting advanced new rural standards; 37% of communes meeting model new rural standards; 534 OCOP products achieving 3 stars or more...

The emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide by 2025" is achieving positive results. Authorities at all levels have coordinated with socio-political organizations to conduct surveys and compile a list of households living in temporary and dilapidated houses in the province. This is the first step to clearly identify those in need of support and develop appropriate plans; thereby mobilizing resources from businesses, philanthropists, charity funds and support programs from the Government to ensure funding for the construction and renovation of houses for people in difficult circumstances. Based on the results of the review, the province will build new houses or renovate houses for poor and disadvantaged households, focusing on remote areas or areas that often face difficulties in natural conditions, aiming to have no households living in temporary or dilapidated houses, ensuring a safe and sustainable life. The review results determined that the whole province has 285 households (houses) subject to the removal of temporary and dilapidated houses, with a total construction support cost of about 13 billion VND. By May 11, 2025, localities had started construction on 240/285 households (84.5%), of which 101 households had been completed (including 31 newly built households, 70 repaired households), the remaining 40 households had not started construction, mainly because the households had not arranged time to do so. Nam Dinh province committed to completing the support for poor and near-poor households to remove temporary and dilapidated houses before July 1, 2025...

Along with that, emulation movements according to the key tasks of the province such as: "Promoting administrative reform of Nam Dinh province" in the period of 2021-2025, "Accelerating site clearance, completing key works and projects in the province" in the period of 2022-2025, "All people unite to build a cultural life" in Nam Dinh province in the period of 2021-2026 have been implemented vigorously and effectively. Typically, implementing the emulation movement "Promoting administrative reform of Nam Dinh province", the province has promoted the construction of e-government, digital transformation, investment promotion and attraction. The Center for Public Administration Services, Administrative Procedure Control and Investment Promotion of Nam Dinh province has been operating stably and effectively; performing well in returning results on time, with no overdue records; The receipt and issuance of electronic documents with digital signatures have become routine and are interconnected at 4 levels. The online video conferencing system has been deployed throughout the province and connected to the Central Government to ensure stable and smooth operation. 100% of administrative procedures ensure conditions for online provision at level 4 and interconnection on the National Public Service Portal... The emulation movements implemented have contributed to improving and increasing the competitiveness index, administrative reform and digital transformation of the province compared to the previous year. The province's Provincial Governance and Public Administration Performance Index (PAPI) in 2023 ranked 23rd out of 61 provinces and cities, in the high average group of the country; in 2024, the province ranked 20th in the Provincial Governance and Public Administration Performance Index (PAPI) rankings, in the high average group of the country. The work of reorganizing administrative units has been focused on leadership and direction, ensuring democracy, compliance with regulations, and exceeding the planned progress. Nam Dinh is one of the first three provinces in the country to have the National Assembly Standing Committee pass a Resolution on the reorganization of district and commune-level administrative units for the 2023-2025 period and is the first province in the country to complete the reorganization of district and commune-level administrative units in large numbers. In particular, in recent times, the province has strictly implemented the policy of reorganizing the apparatus of the political system, reorganizing administrative units at all levels and organizing a 2-level local government model... In addition, the province's key emulation movements in the fields of: Party building, government building; economic, cultural and social development; ensuring national defense, security and internal affairs have also been widely launched with the strong participation of the entire political system, people, social communities and businesses, contributing to promoting the development of the province.

The results achieved in the emulation movements have demonstrated the dynamism, creativity and high determination of the political systems in the province in performing their tasks, competing to achieve the highest results to welcome the Party Congresses at all levels, towards the 14th National Congress of the Party.
