
Implementing the policy of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model, the Politburo , the Secretariat, the Government and the Prime Minister have issued many documents directing a comprehensive review and rearrangement of headquarters and equipped facilities to avoid loss and waste, ensuring compliance with practical requirements.
According to the report of the Ministry of Finance , the initial implementation of the arrangement, disposition and handling of assets under its management when reorganizing the apparatus and administrative units in ministries and branches has achieved some results. However, in some places, the implementation is still slow, mainly due to the lack of drastic participation of all levels and branches, especially the leaders.
To ensure the handling of assets after restructuring the apparatus and administrative units is effective, transparent, sustainable, avoids loss and waste of assets and is consistent with reality, the Prime Minister requests:
Firstly, ministers, heads of ministerial-level agencies, government agencies, and Chairmen of People's Committees of provinces and centrally run cities must thoroughly grasp and continue to direct the full, serious, and urgent implementation of the directions of the Politburo, the Secretariat, the Government, the Prime Minister, and legal documents and instructions of the Ministry of Finance.
Arrange headquarters, facilities, equipment and conditions to ensure service for the work of agencies, organizations and units according to the new administrative unit model; based on the conditions of existing headquarters, traffic infrastructure, means of transport, information technology infrastructure, digital transformation, it is possible to arrange to maintain work at many headquarters in the initial stage of arranging administrative units to ensure state management work in the merged areas and reduce difficulties in travel and daily life of cadres, civil servants, public employees and workers; not to affect or interrupt the provision of public services to the people.
The development of plans for the arrangement, disposition, and handling of public assets must be carried out simultaneously with the development of plans for the arrangement and reorganization of administrative units at all levels; priority must be given to the arrangement and disposition of healthcare, education, and community culture.
Don't waste your assets
Develop a plan to handle surplus assets according to the guidance of the Ministry of Finance, ensuring 6 clarity - "clear people, clear work, clear time, clear responsibility, clear product, clear authority", on that basis, implement the handling according to the issued plan, not to waste assets.
Determining the arrangement and handling of assets is one of the bases for considering and evaluating cadres in the process of arranging and streamlining the political system apparatus.
Next, the Ministries of Finance, Agriculture and Environment, Construction and specialized management ministries regularly grasp the problems arising in the implementation process to promptly guide ministries, branches and localities according to their assigned functions and tasks, especially the adjustment of land use planning and construction planning to convert the functions of surplus houses and land.
The Ministries of Health, Education and Training, Culture, Sports and Tourism are responsible for guiding localities on standards and requirements for housing and land areas for the construction of medical, educational and training facilities, cultural and sports institutions at the grassroots level according to the new organizational model to serve as a basis for localities to develop plans for the arrangement, allocation and handling of housing and land; to be completed before June 15.
Ministries with vertical systems at the local level must urgently complete the arrangement of their apparatus according to the new administrative unit model; on that basis, develop plans to arrange, allocate, and handle headquarters and facilities to ensure operational needs, closely coordinate with localities to handle surplus houses and land in the direction of harmonization between each level, between the central and local levels to effectively use available headquarters and facilities; complete within 3 months from the date the plan for arrangement of the apparatus and administrative units is approved.
Ministry of Finance builds database to monitor progress of handling redundant headquarters
The Ministry of Finance and the Ministry of Justice shall urgently develop, appraise and submit to the Government and the Prime Minister for promulgation documents amending, supplementing or replacing Government decrees and Prime Minister's decisions regulating standards and norms for the use of public assets to meet the requirements of serving work according to the new organizational model after the organizational structure and administrative unit arrangement; submit to the Government and the Prime Minister before June 15.
The Ministry of Finance urgently deploys the construction of a database to monitor the progress of handling surplus headquarters and constructions. Ministries, central and local agencies are responsible for regularly updating full information on houses, land, surplus assets and handling progress into the database system to serve the reporting and direction of competent authorities and implementation organizations. The Ministry of Finance monitors and urges the implementation situation and promptly reports to the Prime Minister on any delays.
Ministries, central and local agencies shall strengthen inspection and examination of the arrangement and handling of assets before, during and after the arrangement of organizational apparatus and administrative units; assign members of the Standing Committee to directly monitor, direct and lead the arrangement and layout of headquarters and facilities in each field and locality; establish working groups to urge and provide direct guidance at agencies, organizations, units and localities with a large volume of headquarters and facilities, complex nature and slow processing progress.
The Prime Minister also requested strict handling of the responsibilities of groups and individuals who do not perform or do not fully perform assigned tasks, especially the responsibilities of leaders, affecting the progress and effectiveness of the work of arranging and assigning headquarters and facilities under their management.
Deputy Prime Minister Ho Duc Phoc is assigned to directly direct the implementation, urge and handle difficulties in the implementation of this Official Dispatch. The Government Office monitors and urges according to its assigned functions and tasks.
